In recent years, along with the coming of knowledge economy, enterprise development set the new request for human resources management. In order to adapt to the development of new form, many enterprises make human resources management promoted to human capital management to improve their own core competitiveness. The development of the enterprise brings business to expand, and the business department of human resources also put forward new requirements that human resources management work demand more from the point of view of business development, and provide special human policy. The expansion of business also promotes enterprise scale bringing the increase of employees. It causes more personnel management affairs in order to make the working efficiency lower. A lot of experts and scholars have researched hot topic about solving the new problem.On the basis of the reading of domestic and foreign literature, this paper introduces theory of the human resources business partner. Because the model in the domestic and foreign academic circles and enterprise practice is very few, in order to avoid a pure academic or pure practicality research, this paper combines the concrete typical enterprise and case studies to from practice to explore new management mode. In case study phase, the paper introduces development of the industry and A company’s development to reflect the expansion of the scale of the company and cause some problems. Through the questionnaire survey, the author makes further analysis of the specific reason to solve the management. The author puts forward the new management mode, and through the expert evaluation method and fuzzy comprehensive evaluation method for the scientific argument of the method. In order to proof the practical management model, the paper analysis the effect of the model of A company to reflect the value of the management mode.The paper breakthroughs research limitations of details of human resources management mode, from the angle of the applicability of the human resources management model, and puts forward HRBP mode. This mode includes experts field center, HRBP center and human resources sharing center, and they focus on their core responsibility to begin the work, and form stable triangle closed loop structure which is beneficial to the management mode of the continuous optimization. In order to let the enterprise to apply the model, this paper researches the applicable conditions, implementation, operation mode and related details of the model to reduce the risk in the process of enterprise reform. We hope that the achievements of academic and enterprise practice in this paper make a contribution to further exploration.
