An Empirical Research On Risk Factor Identification And Evaluation Of IT Outsourcing Services

With the rapid development of computer and Internet technology, as well as the continuous refinement of the social division of labor, IT Outsourcing service has been recognized and paid more attention continuously by a growing number of corporate information technology or e-government construction. As management guru, Peter Ducker once predicted:"In the activities of the enterprise, these activities which only support the enterprise back-office, but does not create business value for enterprisescan be handed over to outside companies in the form of outsourcing".Compared to traditional projects, IT project is far more complex. These all cause that IT outsourcing will be faced with more varied risk factors. Therefore, the scientific identification and evaluation of IT outsourcing risk aregreat significant undoubtedly.Firstly, this paper take contracting companies which provide IT outsourcing services for research objects, integrating literature researches, taking IT outsourcing theories as the basis, in accordance with the source of risk in the process of IT outsourcing activities (customers, the transaction process, service provider). It defined27risk factors in IT contracting services; Secondly, with the support of Beijing Philosophy and Social Science Planning Project-"Study on Upgrade Path of IT Services Outsourcing Industry in Bei Jing", this paper took the questionnaire method to surveyIT outsourcing companies of Beijing, including whose basic information and taking5-point scoring method to survey the impact of the risk factor for IT outsourcingservices. using the SPSS software to count survey results, and taking factor analysis to draw seven major types of risk factors, as well asthe entire IT project risk value expressed by the major seven categories of risk factors, which can be seen that each major categories of risk factors how to impact the entire project; Then, the major categories of risk factors derived from factor analysis, The risk matrix method were used to assess the risk of IT outsourcing. Risk Matrix software can be used to calculate Borda value objectively to sort on the level of risk factor and obtain the impact rating of the various risk factors for IT outsourcing services. By empirical methods and their reflection, risk factors of IT outsourcing services and their influence relations are more clearer, at the same time, the reliability of empirical results are also be enhanced.
