When the world entered the information age, technology, software development tools have made great progress, software industry has become the fastest growing industry, the national development influence. In the global share rose from less than 5% to 15%. Software industry employees from less than 300 thousand to more than 2 million people. Software information products in most of the knowledge intensive and the core competitiveness of the part, is the core of informatization work and premise to enhance national competitiveness, is of great significance. With software increasingly complex and large, software development and management are increasingly complex, software risk also increases. Especially in the IT software project development, often need to use many new, complex technology, invest huge amounts of funds, organize a huge R & D team, as well as a long development cycle. All these will bring a wide variety of unforeseeable uncertainty or risk, ultimately leading to the failure of the project. According to the world bank, a statistical data shows that, in developing countries the government information systems project, 85% above are not successful. IT software project development and management has been the existence of various uncertainty, serious impact on the smooth delivery of the project.IT software project risk management is increasingly valued by people, become the field of software engineering to ensure the smooth implementation of the project and ensure software quality indispensable key link. Strengthen the IT risk management of software project management in software development is one of the most important jobs. According to the United States of America Microsoft quantitative studies show that, in the management of risk investment 5% workload can be increased by 50%-75% of the timely delivery of possibility.
