Research On Low Carbon Economy Evaluation Index System And Countermeasure In Hebei Province

With energy shortage and weather is further aggravate, environment and energy become the focus of global concern. Changing the traditional high energy consumption, high pollution, high emissions of the mode of economic development, actively to the development of low energy consumption, low emissions, and low pollution as a sign of low carbon economy is coping with the shortage of energy and climate change in an effective way. It causes more and more national attention. The Chinese government is also proceeded to low carbon economy development strategy research and practice work and the development of low carbon economy will boom.At present, it is in the rapid process of industrialization and urbanization; inevitably consume large amounts of energy and resources. In the process of development, must make the economic development and environmental protection the combination; abandon the traditional extensive mode of production, life style; low energy consumption, low pollution and low emission, low carbon economy has become the inevitable choice of development in Hebei province. Strive to build the company with low carbon industry is dominant, citizens for low-carbon life philosophy, government to low carbon society as the goal of the new city.In this paper, this article understands of the low carbon economy concept and the related content; compose the development of low carbon economy evaluation index system; evaluate the development of low carbon economy in Hebei Province, and put forward countermeasure. The whole thesis consists of six chapters; which can be divided into four parts:The first part, namely the first, second chapters, this part is the starting point and research foundation. It mainly introduces the background, significance, research status at home and abroad. This paper also illustrates the research methods and innovation.The second part, namely the third chapter. This part mainly introduces the influence factors of low carbon economy development level from the carbon emission scale, carbon emission efficiency and carbon emissions in Hebei province. It analyzes the three main factors by using the data2005-2010 on the effects of low carbon economy development of Hebei province.The third part, namely the fourth and fifth chapters. This part mainly composes the development of low carbon economy evaluation index system .Secondly it carries on the comparative analysis. This part is the core content of research. Finally, based on the analysis of the model, according to the development of low carbon economy actual situation, it proposes countermeasure to the low carbon economy development of Hebei province.The fourth part, namely the sixth chapter of the article. These article summaries the main research results and further prospect the development of low carbon economy in Hebei province.The innovation point of this paper is using Kaya formula that is proposed by Professor Japanese scholar Mao Yang to calculate carbon emissions of Hebei Province, and using the random model to analyze the main factors in low carbon economy development. This article from economics, carbon emission, environment and technology four aspects builds the evaluation index system of Hebei Province, makes analysis about the development of low carbon economy, which is different from other relevant research on influence factor analysis of low carbon economy development.
