Study On Evaluation Of Low-carbon Competitiveness And Countermeasure Promotion In Shaanxi Province

Low-carbon competitiveness is the capacity of a country or a region for survival and development against the international backdrop of low-carbon economic development.Shaanxi province is at the critical juncture to accelerate the transformation of economic growth pattern and it should give full scope to the advantage of backwardness to improve the low-carbon competitiveness so that the target to build a resource-conserving,environmentally-friendly,and climatically-secure society can be realized.Firstly,this thesis summarizes the domestic and foreign research findings on the low-carbon economy and competitiveness and elaborates Status quo,conditions and necessity of developing low-carbon economy in Shaanxi Province.In recent years,with the conflict between economic growth and environmental pollution being more and more acute,the development of low-carbon economy becomes the inevitable choice for economic development.To play a leading role in developing low-carbon economy and realize the low-carbon transition will not only bring unique competitive edge for economic development for Shaanxi province,but also accelerate its pace of constructing the low-carbon society.Secondly,this thesis selects the data of 2008-2013 and constructs a set of evaluation index systems for low-carbon competitiveness including three second-level indexes and twenty-one third-level indexes.It takes Shaanxi Province as the research object and the first-batch low-carbon demonstration provinces(Guangdong,Liaoning,Hubei,Yunnan) as the samples and systematic-ally evaluates and analyzes the low-carbon competitiveness of each province by the method of entropy.The horizontal research results show that the low-carboncompetitiveness of Shaanxi Province in 2008-2013 is relatively lower than that of other developed provinces in the same year and the gap is obvious.With respect to the longitudinal research results,the economic development of Shaanxi province is in continuous improvement and the low-carbon competitiveness of Shaanxi province is on a slow rise, proving that the measures taken to develop low-carbon economy and tackle environmental pollution are remarkably effective.However,average annual growth rate is relatively low and the disparity is huge and shows great fluctuation compared with other provinces.The main reasons for the relatively low low-carbon competitiveness of Shaanxi province are:Shaanxi province is in the transitional period from the early stage to the middle stage of industrialization;the conversion ratio of scientific and techno-logic products is relatively small;the efficiency of pollution control is low;the capacity for carbon sequestration is not strong;the international cooperation and exchanges lack initiatives;the energy structure dominated by coal lacks the structural diversity and so on.Finally,on the basis mentioned above,this thesis explores the corresponding solutions for the above-mentioned reasons and evaluation results and then puts forward the suggestions and solutions from the perspectives of the country,the government and the individual respectively to improve the low-carbon competitiveness in Shaanxi province,which include formulating the provincial low-carbon development strategy in Shaanxi,strengthening the innovation in low-carbon science and technology,establishing the guidance and incentive mechanisms for low-carbon technology,implementing stricter standards for low-carbon production technology,improving the pollution regulation system,enhancing the capacity for carbon sequestration,promoting energy conservation and emission reduction and the green consumption style,propelling the growth of green economy and so on.
