Comprehensive Evaluation And Countermeasure Research On The Development Of Low Carbon Economy In Yunnan Province

The low-carbon economy is a new economic development model produced under the global climate warming and energy crisis,which is the inevitable choice of economic coordination and sustainable development.In recent years,in the global response to climate warming and reduce greenhouse gas emissions in the context of more and more countries and regions aware of the path of low carbon development to solve the contradiction between climate warming and economic development.Yunnan is currently in the industrialization and urbanization to accelerate the development of an important stage of energy demand growth trend,high carbon characteristics of the industry is obvious,resource environment and economic development is very contradictory.Because of this,Yunnan need to change the mode of economic development,take the road of low carbon development,and according to the actual situation in Yunnan,completely low-carbon economy to take a long time to transition.To achieve low-carbon economic development is a long-term project,so in the process of promoting the development of low-carbon economy,how to evaluate the level of low-carbon economy development,to explore the development process of the problems and achievements,and timely correction of low-And put forward policy recommendations,is an important issue.This requires the establishment of low-carbon economic development through the evaluation index system,a true and objective reflection of the development of low-carbon economy in Yunnan.Therefore,this paper builds,collates and calculates a series of indicators such as economic development,energy consumption,carbon emission level,scientific and technological level and environmental development in Yunnan Province from 2010 to2015,and uses the entropy method to construct low-carbon economic development level Which is a comprehensive evaluation of the low-carbon economic development level of Yunnan.The results show that the comprehensive score of low-carbon economy in Yunnan Province has been improved continuously,and only slightlydecreased in 2011,The reason is that the weight coefficient of large environmental systems and carbon emissions system score slightly lower than in 2010.This article further from the specific score of each subsystem,it is found that the development of low-carbon economy in Yunnan Province has achieved some results,but there are still some shortcomings.Based on the evaluation results of five subsystems and the successful experience of low-carbon economy development at home and abroad,this paper analyzes the industrial structure,optimize the energy structure,promote scientific and technological innovation,promote forest construction,innovate the institutional mechanism and promote low-carbon consumption.This paper aims to provide a useful reference and reference for the development of low-carbon economy in Yunnan Province.
