With the rapid development of the world economy and society, withthe completion of industrialization of the developed countries and thedeveloping countries in the process of industrialization, as well as theglobal population continues to increase, the earth cannot renewableresources we consume, reduce unceasingly, environmental problems,environmental pollution, climate change, serious damage to theecological environment and so on, which has seriously affected thesustainable development the global. These require us to find a new way tothe development of the relationship between man and nature, harmony,"sustainable development","low carbon economy" concept are putforward, which provides a new idea for solving global economy-Society-environment-resources in the big problem. Emerge as the times requirea low carbon economy has brought the gospel to the world, thedevelopment of low carbon economy has become the inevitable trend ofthe world. China is the world’s second largest carbon emitter, in a variety ofmeeting have promised to join the development of low carbon economy,to develop emission reduction target, introduced various policies inresponse to the global development of low carbon economy. Since thefounding of new China, especially since the reform and opening up,through continuous efforts, continuous development of Hebei Province inthe process of industrialization, and gradually developed into a majoreconomic province, with the industry as the main body. In2012, Hebeiprovince’s GDP reached2657500000000yuan, an increase of9.6%overlast year. In the three major industrial added value, the second industrialadded value of1400100000000yuan, up11.5%over last year,respectively, than the first industry and the tertiary industry increased by7.5percentage points and2.9percentage points. Second industrial addedvalue accounted for the proportion of GDP is52.7%, while the firstindustry and the tertiary industry has accounted for more than12%and35.3%. The second industry is the pillar of economic development ofHebei Province, of which industrial is the core of the second industry, and the rapid development of industry, certainly can not do without energyconsumption, energy consumption of industrial development faster andfaster, reduce the then existing resources and faster, resulting in theecological environment is more and more seriously, therefore, the newmodel of economic development of the low carbon economy willinevitably become the first choice in Hebei province.In order to promotethe development of Hebei low carbon economy, we must fully understandthe current situation of the development of low carbon economy, with thescientific outlook on development as guidance, adhere to the road ofsustainable development, based on the Hebei province and its advantagesand the foundation, the establishment of evaluation index system of lowcarbon economy area, analysis the situation of low-carbon economydevelopment in Hebei province from an overall point of view, in order topromote the economy of Hebei province from resource dependence toinnovation-driven transformation, from high-carbon growth transition tolow-carbon development.This paper first describes the development of low carbon economy international and domestic background, analyzes the research significance,the connotation of low carbon economy, historical background statement,through the reading massive literature, expounds the evaluation oflow-carbon economic development in the relationship between carbonemissions and economic development in China and abroad, which focuson analysis of the object, low carbon economy evaluation method andevaluation index system.On this basis select the gross production inHebei Province in2000-2010, and carbon emissions were calculated,through the unit root test, cointegration test, and conclude that there iscointegration relationship between carbon emissions and economicgrowth in Hebei Province, namely GDP one percentage point change,carbon emissions by0.4512percentage points and the correspondingchanges in Granger Granger causality test. Through Granger causalitytest,: when the lag is1,2, there is a two-way causal relationship betweenthe two, when the lag is3, there is a one-way causal relationship betweenthe two.And then combined with the object of study, on the developmentof low carbon economy at home and abroad methods, starting from the establishment of evaluation index system of low carbon economyregional perspective, to evaluate the level of low carbon economicdevelopment in Hebei Province, analysis to determine the weight by thechromatography, the21indexes were selected, which is divided into theeconomic base, energy consumption, carbon emissions technicaldevelopment and environment development,5two level index, andthrough the acquisition of30provinces (cities, autonomous regions)statistical data in2010, the total score index, the30provinces (city,autonomous region) score of low carbon economic development..At theend of the index of economic development level of low carbon clusteranalysis. The results show, Hebei province is located in the nationaltwenty-sixth scores, the dominance index is the economic foundation ofindex, disadvantage index is the energy consumption index. At the sametime, respectively, from the economic base, energy consumption, carbonemissions, technical development and environment developmentperspective of five2010Hebei province low-carbon economicdevelopment situation, combined with economic status of Hebei Province, the favorable factors and shortcomings, the development of low carboneconomy has carried on the analysis to Hebei Province, and learn theadvanced experience, propose the countermeasures and suggestions forthe development of low carbon economy in Hebei province.
