In recent years, China’s real estate market development is not balanced; housing supply and demand structure contradiction highlight, housing prices is growing rapidly. To speed up the construction of affordable housing, solve the common people live in our country has become a current or future government an important task. In the national economy and social development12th five year plan "the central government put forward the basic demand should be based on security, guide the rational consumption, speed up the construction of the government give priority to provide basic guarantee, the market gives priority to satisfy multi-level of demand and supply system of housing.Housing industry in China real estate guaranty since2000, since the development, for the melt housing accumulation fund loan risk, stimulate housing consumption market, played an important role in stimulating domestic demand, solve the difficult working-class loans, lenders lending risk is big contradiction.
