In order to promote the harmonious and sustainable development of society, our countrymake social security as an important work, which is the most important work of housingsecurity system. Since the1998’s reform and development of China’s housing reform,housing security system has been the focus of the work, the abolition of welfare housingdistribution system made house completely to the cause of social, market-oriented, whichliberated the real estate industry’s productivity, which training to become a pillar industry ofthe national economy. With the outbreak of the release of the dividend policy and the rigidrequirements of residential housing, the real estate industry to the stage quickly greeted byleaps and bounds, the rapid increase of the capacity to meet the housing needs of theresidents. However, due to entirely rely on market regulation, the development of China’sreal estate industry emerged gradually deviated from the normal trajectory, marketspeculation, which leads to a large number of low-income groups is difficult to get housingsecurity, social conflicts sharply highlighted. In order to ease the housing pressure inlow-income families, the state established the affordable housing, public rental housing,affordable housing, limited to two rooms, a full range of shantytowns housing securitysystem.In order to ensure the smooth progress of the protection of housing construction, thecountry from the central government, provincial and local finance special funds to financethe three aspects, in particular parts of the housing provident fund net income; landrevenue; the sale of affordable housing rental income. According to the current strength ofChina’s economic development, the central government budget is difficult to solve financialdifficulties in all regions. Reform of the tax reform process due to the centralization of mostof the tax, local revenue sources are limited, not only to solve the problems of urbanization,but also consider the health and pension energy problems, so difficult for local governmentshave the financial resources to guarantee the protection of housing special funds fulldisbursement. Greater impact on local government land revenue annually by selling landprices and land area, it is not sustainable. And the lack of value-added income housing fundtimeliness, need to go through a long period of savings to a certain size. Therefore, protection of housing construction is facing over-reliance on government financial supportand financing channels for a single, relatively small amount of financing and other issues,the protection of housing funding has become a bottleneck factor scale protection of housingconstruction. Therefore, we must explore a reasonable profit model, improving theprotection of housing financing system, thereby accelerating the construction of affordablehousing.
