With China’s growing scale of indemnificatory housing supply and the increasing number of beneficiaries, the housing security policies and the management system are to be reformed and perfected. As for the rent management, more attention should be paid to diversified and multi-level of security-housing objects. The restrictions to living in or out the indemnificatory apartments should be adjusted continuously. Communities should pay special attention and take good care of the disadvantaged groups. Harmonious and beautiful communities should incorporate indemnificatory housing into their administration. Property management plays a key role in managing the indemnificatory apartments. The socialization of indemnificatory residential areas should be guaranteed by market operation. Reviewing and monitoring systems should be set up. Perfection of asset handling mechanism is to ensure restoring and increasing the value of indemnificatory apartments. Currently, Kunming City has to deal with many indemnificatory housing management problems, like insufficient legal support, impeded information, inactive utility of security housing resources, difficult reviewing of applying subjects’qualifications, lack of move-out and incentive mechanism, and inadequate security covering range. To integrate local administrative authorities’ functions and set up a responsibility-clearly-defined system and an all-inclusive network, relevant laws and regulations should be issued as soon as possible. Authorities should gradually improve the housing supporting and security system by clearly define the covering range, strictly control the admittance qualities and effectively implement the move-out regulatory regime.
