Housing is a hot topic and a major concern to most people, as it is the basic means of subsistence. In the past few years, with the ongoing reforms in the housing system and the adoption of the free-market principle in the housing supply market, housing has drawn much attention and become a more sensitive subject. The increasing housing price has gone beyond financial capabilities of most households, especially to those households with moderate or low income.China is a socialist country. It is very concerned about people's housing situations. The Communist Party and the Government realize that housing problems are closely related to all households and that housing is not only an economic problem, but also a social problem. Helping families with moderate or low income resolve housing problems will benefit our country's economy development and contribute to a stable and healthy development of our society. In reaching this goal, China, through several years'of effort, has established a preliminary housing guaranty system, which mainly consists of economically affordable housing, subsidized housing and public-reserve fund system. This system contributes a lot to resolving housing problems for those moderate-and-low-income families, improving people's standard of living and living conditions. However, due to the relatively short history, the housing guaranty system in China still has a lot of problems and needs further reformation and improvement. Based on the current housing guaranty situations, the author, with his 10 years'of working experience in the administrative management in the real estate, analyzes in great detail current problems existing in the housing guaranty system, and proposes his unique opinion as to the development, reform and improvement of China's housing guaranty system.This article consists of three parts. The first part discusses the basic theory of housing guaranty. It introduces the historical origin of housing problems, and the meaning, function and variety of housing guaranty. This introduction provides a theoretical foundation for further studying housing guaranty problems. The second part discusses the inception and development of housing guaranty in China. This part analyzes the current housing problems in China and the historical reform of the housing system. It also discusses China's current housing guaranty system in great depth, and points out the main problems of this system. The third part is the essenceof this article, which, based on the reality, proposes a complete framework as to how to improve the current housing guaranty system in China by discussing the requisite, foundation, key and guaranty for improving the housing guaranty. What is unique about this article is that it proposes a complete and systematic framework for the housing guaranty system. This article is the first one which proposes how to centralize and establish a governmental regulatory system for China's housing guaranty system and analyzes in great depth the functions and features of the housing system. In addition, this article has brought up its unique and feasible reformative proposal as to how to establish a comprehensive categorical housing supply system—the key to improve the housing guaranty system. This author believes that this proposal can be helpful to the policy and decision-making in the housing guaranty area.
