Taking the current difficulties in affordable housing construction in China as researchbackground and the mode of participating as research subject, the article explores the feasibilityand sustainable mode of real estate enterprises taking part in affordable housing from theperspective of social responsibility and the risk-benefit. First the article does literature analysisand theoretical studies against the contents of affordable housing, policies as well as the socialresponsibility、risk-benefit and existing development patterns of the real estate enterprises; Thenfollowed by mass questionnaires and enterprise interviews, make a social responsibilitycomparative analysis between the general public and enterprises. The result shows a lack ofawareness, and fulfilling social responsibility is on its infancy. On this basis, recognition therisks of affordable housing and identify the main units of risk-sharing. And then set risk-sharingframework and program design according to the certain principle; make a benefit analysis to finda foothold for the construction. Finally, establish affordable housing’s whole process model offinance-development-operator in the light of social responsibility and the risk-benefit.The Analysis shows that real estate enterprises social responsibility awareness is lacking,coupled with a higher risk of affordable housing project, their participation lacks of enthusiasm.Forming social responsibility awareness needs to promote from the three levels of enterprise,national and social, reduce the profit expectation and create the conditions for constructiondevelopment and risk share. Through risk-sharing program design, the results show that financial,construction development and market operators are major risks enterprises need to face. Relevantrecommendations are provided by creating a new financing model based on PPP and REITS,building a industrialization development taking commercial and affordable housing together andmaking a reasonable operational management mode. To help reverse the unfavorable situation inaffordable housing construction, enterprises’ fundamental interests be guaranteed with voluntaryparticipation. However, because of objective environment、policy restriction、talent shortage andmarket threading in operation, practicing should be needed. Establishing sustainable mechanismsfor affordable housing construction is still a long way to go.
