There are core management team in any kind of organization or at all levels of organization. Under the leadership of this team each department of the organization would achieve organizational or departmental goals. The management team may be have a clear definition or only play an effective role. The name given to the management team are also diverse, such as "team" and "collective leadership". The success or failure of Management team-building have a direct impact on the efficiency of the organization’s goals. The level of the building of the management team determines the speed of business development, and determine the organization’s ability to lead an outstanding staff, determines the ability to effectively achieve organizational and operational objectives and performance. In good management team, team members have each negative piece of management responsibilities, division of labor, mutual trust, overall team performance and the mental outlook of the team members. Every member of the team have shown a positive work attitude and their potential can be a large degree of play; on the contrary, the poor management team members have a loose collaboration, even if there is a good performance can also be difficult to sustain, the team can use the incentive less uncertainty, the prospect of hard work, understanding of concepts are not uniform among members.DigitalChina Sm@rtCity R&D Center derived from two products project team including sm@rtcard project team and dataexchange project team was established in March2011. In2011there is no clear concept of the management team in the department, so in2011with the development process, the construction of the management team encountered various of problems. Started from the theoretical system of the management team building, combined with digital digital City R&D center management practices, this paper summarize the management problems of team building and five solutions for the Sm@rtCity R&D center management team building, ideas, management team structure, work design, motivating the five levels of assessment and teamwork to solve the problem of the management team building, have a positive practical significance.
