The Breach Of The Modern Agriculture And Accelerator Of The Farmer Income

To build a harmonious well-off society, the rural areas are very crucial, since the key points and the difficulty lie in the rural areas."Actively developing modern agriculture, to push the new rural villages construction" was brought forward by two No.1Documents both from the CCCP and Hubei Provincial Government. In the meanwhile, it is required to make higher the level of irrigation, automation and information in agriculture, to improve the yield rate of land, resource utilization, and agricultural productivity, to increase the agricultural quality, benefit, and competitiveness, and to change the ways of agriculture increasement, thus promoting the agriculture to develop well and rapidly. Modern agriculture is based on the technics of modern industry, and automation in agriculture is the important content and symbol of modern agriculture. So, to promote agricultural automation and to develop modern agriculture rapidly have strategic significance to build a strong city in economy and construct a harmonious Xiaogan. Based on the combination of theory and practice, this paper gives the strategic consideration on revitalizing the agricultural automation in Xiaogan.This paper contains five chapters. In Chapter Ⅰ, the author discusses the position and role of the agricultural automation in the new era. The agricultural automation is an inevitable choice in comprehensive agriculture construction, an important mean to increase farmers’income, a strengthened support to adjust agricultural economy, a basic approach to civilized agricultural production, rural economy development and society advancement, and an assurance to the rural environment construction. In Chapter Ⅱ, the author discusses the status of the agricultural automation in Xiaogan, including the achievements and some issues in the agricultural automation development. In Chapter Ⅲ, the author discusses the development opportunities for the agricultural automation, including being in accordance with the international conventions, domestic policies and surroundings, more investment in agriculture, status of Xiaogan City, requirements from the farmers and the two-oriented society construction. In Chapter IV, the author discusses the position and future of the agricultural automation service in the new situation. Firstly to serve the mating development of big Wuhan, and to promote the agricultural automation construction in the suburb areas; Secondly to serve the construction of of environment-friendly society for energy saving and emission reduction; Thirdly to serve the urbanization construction of the rural areas for the shift of abundant laboring. In Chapter V, as to the above situations, the author brings forward the countermeasures and suggestions for the rapid agricultural automation. The author gives his general thoughts and the measures. The measures include:making clear the key points and direction of the agricultural automation, realizing its importance and role, increasing the investment in it, promoting the development of the agricultural automation service, focusing on the development of human resouces in the rural areas, enhancing the supervision and administration of the agricultural auotmation safety, setting up a standard land transfer mechanism, enhancing the guidance to the agricultural automation, building more infrastructure, and pushing to emerge into Wuhan City Circle.In summary, taking Xiaogan as an example, this paper gives the strategic consideration on revitalizing the agricultural automation in Xiaogan, and brings forward the countermeasures and suggestions for the rapid agricultural automation. This paper is in accordance with the present situation and has a theoretical value.
