Study On The Countermeasures To Prevent The Potential Poor People From Returning To Poverty In Xiaogan City

Since the reform and opening up,China has been persisting in the implementation of poverty alleviation and development actions.In recent years,discussions and actions on targeted poverty alleviation have become more and more popular.Various policies and measures to improve the economy of poor areas and the people's livelihood of the poor have been introduced one after another to resolutely win the battle of poverty alleviation,so as to achieve the goal of poverty alleviation for all the poor under the current standards in 2020,and all the poor counties have taken off their hats in order to achieve a comprehensive goal Building a moderately prosperous society is not only the solemn commitment of General Secretary Xi,but also that of the party and the government.2020 is the year to achieve the goal of building a moderately prosperous society in an all-round way,and the year to end the fight to win out of poverty in an all-round way.With the joint efforts of all sectors of the society,great achievements have been made in poverty alleviation.However,with the arrival of the deadline to achieve the goal of poverty alleviation,there is a huge risk of poverty return for some poor households who have not yet been lifted out of poverty,and the quality of some poor households who have been lifted out of poverty is not good The risk of returning to poverty caused by high and unstable factors affects the realization of the final victory of poverty alleviation.How to achieve the long-term stability of the poverty alleviation population and improve the sustainability of the effect of poverty alleviation has become a new problem to be solved.From this point of view,the author focuses on how to formulate and implement effective policies and measures to prevent poverty return in Xiaogan City during the current implementation process of precision poverty alleviation,comprehensively uses research methods such as literature analysis and field research,fully combines the current response actions made by Xiaogan City in the face of poverty return,and the remaining 13 villages and towns under the jurisdiction of Yunmeng County in Xiaogan City Based on the questionnaire and interview data,this paper explores the effective countermeasures and suggestions for Xiaogan City to improve the sustainability of poverty alleviation.According to the statistical results of the questionnaire,I found that there are still many possible causes of poverty return in Xiaogan City,including poor households' own capacity and lack of endogenous motivation;the way of poverty relief needs to be improved;poor risk tolerance of poverty relief households and so on.In view of these problems,although some measures have been taken in Xiaogan City,the effect is not very good,so I wrote The author also puts forward further countermeasures and suggestions,including the implementation of poverty warning,"help" and strengthening "supporting the will",etc.,in order to achieve the sustainable effect of precision poverty alleviation in Yunmeng County,Xiaogan City,even the whole country through these countermeasures and suggestions,and at the same time provide some reference ideas and ideas for further research and discussion of other scholars.
