In the era of knowledge economy, the external environment is persecuting the upgrading of enterprise. Human resource has instead of material resource to be the fundamental competition of enterprises. All of them are facing with the basic human resource issues, how to ensure the proper categories and numbers of staff and get them together. In order to solve these problems, managers need to understand clearly about the development and strategies of the enterprise, and from the strategic view to consider if the current HRMP (Human Resource Management Platform) can support the systematic human resource strategic planning, that is, human resource market analysis, the cultivation and development of the needed talents, and the adaptation between organization ability and corporate culture, then make adjustment, which has become a significant part of making enterprise strategy and guaranteeing the realization of enterprise target.In theory, this paper expounds the concept and the related theories of human resource strategic planning. Then through empirical research, choosing the All-Victory Company as the object, by using the method of SWOT to makes a detailed analysis of the internal and external environment of the company’s human resources development, according to the enterprise’s strategic objectives and the allocation situation of human resource, to analyze the environmental conditions of making the human resources development strategy, pointing out that the human resources development must be raised to the height of the strategic consideration and must be matched with the main ideas of enterprise strategy, putting forward the selections, measures and direction of human resources development strategy, so as to work out the human resource planning of the All-Victory Company. This paper also makes corresponding measures to ensure the implementation of the plan and the realization of enterprise strategic target.This paper aims to explore human resources planning and implementation in the application of small and medium-sized enterprises, to consummate the human resource planning and management system of the All-Victory Company. This paper also provides reference to the small and medium-sized LCD module enterprises, which are facing with the similar problems of the All-Victory Company.
