| Rural tourism first emerged in China in the 1980s. With the deepening development, the advantage and function of rural tourism is increasingly apparent in promoting rural economy development and new village construction, and in increasing farmers’income, and many regions became rich depending on developing rural tourism. But after nearly 30 years, the problems in the development of rural tourism are also increasingly exposed and rural tourism’s developing in many parts encountered a bottleneck. Therefore how to promote the sustainable development of rural tourism has become the focus of attention of the scholars of the tourism industry and relevant administrative departments."21 Agenda on Tourism" issued by World Tourism Organization, World Tourism Council and Globe Council in June 1997, provided programmatic guidance for the sustainable development of tourism. The agenda in the definition of "sustainable tourism development" clearly raised consistent with the local community is a necessary condition for "the sustainable tourism product". Visibly, considering the factor of community is one of the inevitable requirement to achieve sustainable tourism development.The tourism development in Hebei Yesanpo started in 1986 and after 20 years, it has begun to take shape. At the beginning, Yesanpo was acclaimed by National Tourism Administration as the splendid trial of developing domestic tourism and the excellent example of developing rural tourism. Yesanpo was designated as national tourism poverty alleviation typical on the first Chinese farmers tourism association conference held at Baiteng Lake, Zhuhai in 1988. In 2009, Yesanpo management committee and Laishui County Qulity and Technical Supervision jointly formulated "Farm House Quality and Service Norms" to manage the farm house in the scenic in standardization. In the same year, Hebei Province Quality and Technical Supervision take them as the service standards of the farm houses in Hebei Province to expand all over the province.Over the years, Hebei Yesanpo, making full use of its resources advantages, taking tourism enriching people for the target, and relying on the development of the tourism, vigorously established the civilized ecological village and carried out socialist new village construction. The mental outlook, ideas material and cultural life have undergone enormous changes.After the high-speed development for 20 years of tourism in Yesanpo, the first batch of rural tourism spots, represented by Gougezhuang Village, has been developed gradually, and the living standards of residents were improved too, however, the current development is slowed down. How to develop in the future has become the urgent difficulty. By contrast, the second batch of rural tourism spots, represented by Songshukou Village, is lagged behind apparently, but has the great potential in the future. Therefore, how to learn from the first batch and accelerate the development of the second one, should be considered by the related administrations.This thesis selected the most stakeholders with the rural tourism development in Yesanpo, the residents in community as the starting point, accompanied with the ideas of human orientation and sustainable development, and constructed an evaluation model for the status of community participation through Analytic Hierarchy Process (AHP) with the principles of process and comprehensive participations, as well as the data collected from the survey and previous literatures. This evaluation model was verified by the representative of the first batch, Gougezhuang Village, and then applied to the representative of the second batch, Songshukou Village, followed by the analysis about the advantages and disadvantages from the viewpoint of community. Before the end of this thesis, the corresponding measures for development were revealed according to the current status, which were designed to boost the further development of local rural tourism, and enrich the theories of community participation in the rural tourism. |
