Research On The Precision Poverty Alleviation Problems And Paths Of Rural Tourism Based On The Perspective Of Community Participation

While helping the poor in rural tourism to increase the scale of the tourism industry and increase macroeconomic benefits,it is more important to let more poor people enjoy the dividends brought by tourism development and truly drive the poor to get rid of poverty and become rich.Along with the development of tourism industry,the ability of the bottom community to gain benefits in tourism development is further reduced,and the tourism income obtained is declining.One of the important reasons is that unreasonable communal participation reduces the ability of tourism industry in driving poverty reduction.Rural tourism poverty alleviation focus on not only macroeconomic data,but also actual income of poor residents.With the improvement of the capacity of the rural tourism development,the poor residents with relatively low cultural quality and skills still have no organization,guidance and decentralized participation in the tourism poverty alleviation activities,which will eventually lead to the reduction of their income until it disappear.With the development of rural tourism,the phenomenon that “lack of power” of poor villagers is more serious and elite capture is frequent;the distribution of interests is still unfair,which has aggravated the polarization between the rich and poor;the macro data from tourism poverty alleviation is more detailed,but the micro data that how much interest flows into poor families is not detailed,thus more and more researchers and practitioners are attracted to find out whether tourism industry can help the poor.What is the effect of poverty alleviation? A number of researchers have made some relevant researches on many poor areas in China for the aim of resolving the above conflicts.Reasonable community participation is the key to solving the problem.The interests and powers of all farmers in community are fully guaranteed,and the efficient participation in tourism industry has truly made tourism developmental dividend into the poor farmers' hands,which is the ultimate goal of tourism poverty alleviation.Therefore,achieving reasonable community participation is not only the key to the success of rural tourism poverty alleviation,but also an important path to attract young people to go back their hometowns and then promote rural revitalization.This thesis selected Zhuquan Village inYinan County as a research case,and Zhuquan Village has the typicality and representativeness of research as a demonstrated village for poverty alleviation in Linyi City.Firstly,the article sorted out some concepts about poverty alleviation,precise poverty alleviation,rural tourism,tourism poverty alleviation,and rural tourism of precision poverty alleviation.It also summarized the research literatures on tourism poverty alleviation,rural tourism and communal participation at home and abroad.Secondly,the field survey was conducted on the rural tourism participation in Zhuquan Village,the status of rural tourism participation and communal farmers' rights.The questionnaires were distributed to each household and some semi-structured interviews were selected for representative residents.collected detailed first-hand information.Through the processing of questionnaire data and interview data,the author grasped the benefits of residents in Zhuquan Village from rural tourism industry,the status of the villagers' own rights,participation in rural tourism,perception of poverty alleviation and other contents.In order to obtain main factors affecting the participation of villagers in rural tourism,this research used the principal component analysis method in statistics toquantitatively analyze the influencing factors of community participation in tourism poverty alleviation in Zhuquan Village.It can be concluded that there are some problems in participation of rural tourism on precision poverty alleviation in Zhuquan Village according to data analysis of questionnaire and empirical research.For example,serious brain drain of young people,the participants are mostly old and weak groups;the bottom poor farmers have lower benefits;the elite capture is serious;the farmers participate the level of rural tourism is low,and the effect of poverty alleviation is not significant;the management of agritainment is not standardized and the homogeneous operation is serious;the loss of the right to speak of farmers and the loss of their own interests;the lack of cooperative economy and the diversification of operations are obvious and etc.This thesis proposed some solutions in final section.Firstly,integrating the first two or three industries and retaining young talents;secondly,paying attention to poor farmers' income at the bottom and achieving the distribution of fair benefits;thirdly,enhancing the participation of farmers and the efficiency of poverty alleviation;fourthly,realizing special operation of agritainment and federal development;fifthly,strengthening communal management autonomy and realizing their empowerment;sixthly,developing rural collective and cooperative economy and improving self-rescue ability and other paths.
