Especially, with the re-issuance of 3G licenses in 2008 and the rapid development of 4G technology, communications market environment is undergoing tremendous change. The enterprise changed the development mode and adjusted the development strategy due to the transformation of the internal management and external market competition. As one of the symbol of communications enterprise’s transformation, human resources outsourcing management changed its management mode from the traditional internal operations to external market so as to cope with the rapid development of the market. It can centralize the advantages enterprise resources into the business which has more promising future. And the efficiency and strategic value of human resource management can also be improved so as to improve the competitiveness of enterprises. At the same time, because the outsourcer have professional background, and its third party point of view, he can analysis of the problems faced by enterprises more objectively and improve employee satisfaction, reduce employee turnover rate.There are many risks in the process of human resources outsourcing inevitably. At present, many scholars study the risks are all qualitative research, quantitative research on risk measurement results are less, based on this background, the author investigate the human resource outsourcing risk of communication enterprise and study the measurement research of the risk. The paper, from the generalized perspective of the HR outsourcing, covered from the traditional HRM function outsourcing of corporate, such as recruiting, training, performance evaluation and employee self-service, extended to the study of outsourcing of the marketing channel of communications enterprise, the maintenance of communications network, value-added business, management business and the risk of the human resource management outsourcing that was cause in the processing of these outsourcing.The risk was identified from the perspective of outsourcing involved parts, such as communication corporate, internal staff, external staff and outsourcing service provider. And the identification risks can be divided into four categories:market environment, corporate strategy, and business management and information communication. The human resources outsourcing risk evaluation index system is established by the categories and analyze the risk.The improved risk matrix was used in this paper. The risk probability and risk level were taken into account the importance of risk to ensure the reasonable of risk measurement. The Improved risk matrix based on the original risk matrix refines the risk assessment level from three levels to five levels, combined with the Borda order value method, sorted the risks and got the seven risk, such as the risk of leak, the risk of the enterprise loss the ability of learning and innovation, the risk of lacking of supervision and examination system, the risk of psychological gap of outsourcing staff, the risk of information communication mechanism, the risk of rights and responsibilities unclear during outsourcing and the risk of recessive cost increase. All of them are the mainly risks in the process of business outsourcing of communication corporate. And the acceptable risk levels of all risks were also got. It can measure the risk more scientific and rational.At last, according to the sorted results of risk, the author also puts forward some measures to avoid these risks and wish it can be referenced by the human resources outsourcing risk management in communication corporate. |
