Human resource management outsourcing company because it can ensure high profits and can effectively streamline the organizational structure, reduce management costs, to integrate the advantages of the use of external excellent resources gaining more and more favor of SMEs. According to the latest survey Gartnet, the global human resources outsourcing market reached80billion US dollars in2009, this amounted to95billion dollars, while in2010it is to climb to110billion US dollars, a substantial increase in market size indicates that the managers the pattern recognition effect. Yet at the same time ensuring that companies will outsource their limited resources to build strengths to ensure the company’s core competitive advantage of high profits, there are some risk, especially for SMEs. The existence of many SMEs misunderstanding of human resource management outsourcing, outsourcing services afraid or reluctant, while others are blind horse business, did not consider their own conditions and no human resource management outsourcing risk identification and assessment, but may cause unnecessary costs and losses. Although not a long history of development of human resources outsourcing and is widely used in foreign countries, but in China the existing conditions, the corporate practice is still in its infancy, considering the size and ability to resist risks of enterprise-scale, enterprise production management environment uncertainties and relationships with professional human resource management agencies maintenance and other factors, making the human resource management outsourcing enterprise various potential risks inevitably exist.In this paper, risk control and corporate life cycle theory, the use of literature research, surveys, interviews, etc., the risk of major outsourcing projects through all stages of the life cycle and is facing investigation for SMEs, combined with the outsourcing decision-making and implementation process two aspects of risk control and management, summed up the requirements analysis phase, preparation phase, the decision-making phase, implementation phase, evaluation, feedback stage of the five stages of risk control in order to make human resource management outsourcing SMEs more practical risk control program.
