Recently, with the competition between the domestic business enterprises getting more and more fiercely, human resource have become the first resource which help enterprises win advantage in fierce competition. Utilize information techniqueto transform human resource management----carrying out electronic human resourcemanagement (e-HR) have become the hot topic. But there are high risks in the application of e-HR in domestic enterprise , It is statisticed that the success rate in e-HR application in domestic enterprise is under 30%. This make the research to risk distinguish,evaluation and control in e-HR application seems to be increasingly pressing and important.In order to increase the success rate of e-HR implementation and reduce the risk, this article systemically identify out e-HR risk factor and evaluate its impact degree during three stages which include programming,implementing and applying by establishing risk distinguish risk-matrix model and risk evaluation model which based on document research method,qualitative analysis—quantitative analysis combined method and case analysis method. Finally, in order to effectively control risk, first of all, this article discusses how to establish a consummate administer structure which is the foundation of operation and management in the whole applying process for enterprise e-HR item; Secondly, according to risk strategy,the result of risk distinguish and evaluation, this paper put forward reasonable control measure for each stage of the whole item. At the same time, this paper raise that in the course of risk control enterprise should pay attention to two problems, they are dynamic risk control problem and the relationship between costing and income of risk control problem.
