As one of the basic elements in enterprise, organizational structure is an important platform to support enterprise operation. Efficient organizational structure can maximize the release of energy and make the organization better play a synergistic effect. However, the unreasonable organization structure will be severely hampered the normal operation of the enterprise, and even lead to business failure. When the organizational structure hinders the development of the enterprise, it must to be changed.The paper first uses Performance Excellent Management Model as a way to guide the organizational structure change. First of all, reviewed and evaluated the existing theoretical basis, and found out their limitations in guiding organizational structure change. Then analyzed and explored the "Outstanding Performance Evaluation Criteria" and the application methods of Performance Excellence Management Model, discussed the feasibility and advantages of using the Performance Excellence Management Model to guide organizational structure change. Finally based on the above theoretical basis, put forward the basic principles that the enterprise should follow in choosing a way of organizational structure change and a new organizational structure form, and how to build a process management system to overcome the obstacles in the organizational structure change.In addition, in view of the problem that the existing organizational structure evaluation method with partial subjective and evaluation system is imperfect, this article on the basis of "Outstanding Performance Evaluation Criteria" claiming to the outstanding enterprise organizational structure, constructing evaluation index system of organizational structure from seven aspects, such as organizational structure and enterprise actual match, organizational structure and the adaptability of the external environment match, running speed, collaborative, advanced, resource utilization, business performance. Then select the quantitative analysis, analytic hierarchy process and fuzzy mathematics method as the evaluation methods of organizational structure, theses evaluation methods and results can provides the evaluation standard and improvement direction for the enterprise to evaluate the existing organizational structure or the organizational structure after having changed, so as to improve the effectiveness of the organizational structure change.
