By mobilizing and coordinating internal and external human, financial and other resources, organizations implement projects to achieve a particular objective. The operation of all large-size projects will go beyond organizational boundaries. As one of the core fields in organizational theory, organizational structure has been the focus of research in the field of management, which involves the division of labor within an organization and coordination of the activities, rights and obligations. The organizational structure refers to organization member’s carrying out the management collaboration to achieve organizational goals; it is a formation of a structural system about job scope, responsibilities and powers. Project teams are formed for temporary work assignments whose team members’structure of responsibilities and rights, cooperative relationship are one of the main contents of this study. Performance is the result of economic activity; the project performance is the focus and hot issue in management, economic theory and its research in the context project management very abundant. In other countries, a lot of theoretical and empirical researchers have done on the relationship between the organizational structure of project team and project team performance, while it is rare in the domestic-related research.Taking Shenzhou Silicon Polysilicon Project of China Chengda Engineering Co., Ltd as an analyzing objective, by comparing two different organizational structures of project team in the first and second project teams and different performance levels that leads, this article aims to use sophisticated project management theory, project organization theory, to confirm the organizational structure of project team that has a significant impact on the performance, propose common suggestions on how to select a proper organizational structure of project team.Firstly, according to the real experience in project managing and the gap in theoretical research, the subject of this article is put forward, that is the relationship between the organizational structure of project team and the project performance. It defines the two key words, the organizational structure of project team and the project performance.Secondly, the article makes a sort to main achievements in the research on project management, organizational structure, and performance. It analyzes the types of organizational structure and their respective characteristics according to a project’s characteristics of temporariness, peculiarity and other characteristics. It puts forwards a system of evaluation index on the base of a project’s characteristics.Thirdly, the article analyzes the operational status of the first project phase of Shenzhou Silicon Polysilicon Project of China Chengda Engineering Co., Ltd to elicit its operations problems in duration, cost, staff productivity, etc, analyzes what conducts these problems, to make reasonable explanations to the lower operating performance, and put forward that its inappropriate organizational structure of project team is the main reasons that lead to the failure of the expected performance of the project.Fourthly, the article analyzes the operational status and organizational structure of project team on the second project phase of Shenzhou Silicon Polysilicon Project of China Chengda Engineering Co., Ltd and evaluates its final performance in advance. It shows, with the nearly same project team, the same incentives, other management techniques and technology policy, the different organizational structures of project team is the main reason for different performance in the first and the second phase of the project, which confirms that the organizational structure of project team has a significant effect on project performance. Finally, the article presents general recommendations on what type of the organizational structure of the project team should be chosen, suggests that contingency approaches should be a good way, and points out there are various and complex reasons affecting project performance, differences in the organizational structure of project team are just one of the main reasons. One such as project strategy, project size, project process, the characteristics of team members, the project manager’s ability, etc. will also have significant impacts on the level of project performance, success or failure of a project.
