Project construction and management is a new comprehensive soft science. In recent years, it has been successfully applied to several large construction projects both at home and abroad, obtaining significant economic and social benefits. Our company is planning to build new material industrial park inside Cheng Mei Petrochemical Park of Sichuan Pengshan Economic Development Zone. It is proposed to utilize aromatics, ethylene glycol and other resources provided by the integrated refinery project in Sichuan Petrochemical Base to build the downstream industry chain, and to build new material industrial park inside Cheng Mei petrochemical park of Sichuan Pengshan Economic Development Zone, with developing new materials such as polyester and nylon chemical products and achieving economic transformation and development of the company.In the process of our study of new materials of polyester and nylon chemical product development, making comprehensive and careful analysis from policy compliance of the project, the main products in the market and prices, project investment estimation and economic evaluation, construction mode of some supporting utilities and other aspects, this project is with high construction standards, high modernization level, higher requirement for the professional level and experience of the project organization management personnel, and project management plays a significant role in improving the quality of construction, accelerating the construction progress and increasing the investment yield. Our company as the owner, with more extensive project management experience and having references and experience in successful operation and performance of large scale EPC projects, can use the common international modes in project construction and engineering design, combined with specific national conditions, and embark on a road of our own project management.The main features of the project are as follows:1. This project is in line with national industrial policy the main products of this project are the new chemical materials products of polyester series and nylon series. In the main products scheme of this project, PTT (polytrimethylene terephthalate) and PBT (polybutylene terephthalate). of the polyester products are both the encouraged development of new polyester products; Nylon 6 slices and 66 slices can be used for the production of nylon engineering plastic or new plastic alloys, and also are the encouraging development of products.2. This project is in line with national western development strategy:Sichuan province is the big economy development province in western China, and the largest commodity market and production factors market in the western China as well as an important material distribution center in the southwestern China; it is located in a very important strategic position in the national western development strategy. The project uses the resources provided by refinery project of Sichuan Petrochemical Base for extension of deep processing, building the downstream industry chain, to improve resource utilization level of transformation, promoting regional economic development, helping bringing great advantages to in-depth implementation of the western development strategy in Sichuan and the southwest region of China.3. This project is meet the development needs of local industry:In 2009, GDP of Sichuan province is 1415.13 billion RMB Yuan, an increase of 14.5% than last year, total economy ranks No.9 among the country and No.1 in the west. Strong industrial base in Sichuan, the formation of electronic information, equipment manufacturing, energy, electricity, oil and gas chemicals, vanadium and titanium steel, food and beverage industries and other advantages of modern Chinese traditional medicine, in the "7+3 Industry Development Plan (2008-2020) of Industry of Sichuan Province", it is proposed to focus on the development of existing competitive industries, and actively cultivate the aerospace, automobile manufacturing, bioengineering and new materials and other potential industry.This article attempts to use modern project management principles and methods to analyze the owner as the leading construction project management, and make a study of Chengda in the self-built major project from initial project to preliminary determination of technical scheme and implementation of front-end works as technical and economic analysis, enhance the company’s project management capabilities and the effective way for transformation of traditional engineering company. Also expect that these research results can enlighten and can be used for reference by domestic engineering companies in improving project management to meet with project management mode of Chinese characteristics.The basic framework and ideas for this article are:1.
