Research On Regulatory Issues Of China’s Cosmetics Safety Under The Public Governance Perspective

After entering into the21st century, the arrival of economic globalization makesChina’s economy continues to highlight its vitality, and the People’s living standard hasbeen significantly improved. However, due to the vast majority of cosmetics is notnatural, which was making up of different chemical substances after scientific study,the complexity and duality of these chemicals, making cosmetics effects and potentialthreats become a "double-edged sword" which increasingly influences the modernphysical health. In order to improve our government’s efficiency of supervision andmanagement on the cosmetics industry, and promote a healthy development of thecosmetics industry as soon as possible, making our cosmetics to appear on the worldstage as soon as possible, and integrated with the international cosmetics regulatoryregime, I stood in a new perspective and introduced the public management into thesafety supervision on China’s cosmetics, in order to offer a new approach to improveChina’s cosmetics safety regulatory system.This paper based on the perspective of public governance theory, taking theChina’s current cosmetic safety regulation system as the object for study, analyzing thereasons for the current cosmetic safety regulation system problems, using variousmethods to analyze the necessity and feasibility of China’s cosmetic safety regulatorysystem on the basis of our existing national conditions. Meanwhile, taking the EU,USA, Japan and other developed countries’ cosmetic safety regulation system as anexample, offered some better and more feasible ideas and proposals of cosmeticssafety regulatory system under the public governance theory perspective.The innovative point of this article is as follows: First of all, introduced the publicgovernance theory to our country’s cosmetic safety regulatory system, and considered the theory as a new issue for full range of theoretical research and discussion; Secondly,appropriate analysis are carried on the each kinds of problems which existed in thesupervision and management of our country’s cosmetic safety. Finally, offered somerather better and feasible proposals to improve the cosmetic safety regulatory systemon the basis of China’s current national conditions. For the research methods I used inthis article, I focused on literature, comparative study and case analysis, and due to mylimited ability, I wrote down this article after trying to do some superficial explorationand research. And I hope to attract some attention, and to allow more people to dosome comprehensive research on China’s cosmetic safety issues in the view of publicgovernance, in order to improve the work on our cosmetics safety supervision.
