In the past decades, with the increasing competition among enterprises,employee training has becomethe key for sustainable development. Specifically, itrequires the managers to make customized and scientific training plans according tothe staffing structure and knowledge level.Therefore, a well-established practice and procedure for staff training will notonly improve individual capability, group skill and working efficiency, but alsodevelop staff’s intellectual potential, thus assuring stable staff supply during theenterprise’s developing process. Moreover, training planning has great influence onenterprise’s development in the aspects of problem discovery, performanceenhancement, and strategy realization. Therefore, it’s important to build a reasonableand effective training planning model.MMPC, as the research object for this paper, is one of the top10oil refiningenterprises in China and puts high value in staff training and development. Accordingto the field research, however, problems there exits several in training planning, suchas improper annual plans, lacking human resources development policies, outdatedtraining methods, separated information system, and lacking evaluation in trainingeffect, etc.We first investigate related theories in training planning, and then analyze theproblems in the current training management based on the understanding of MMPC’shuman resources and staff training situation. We use theories and methods inoperation research, introducing cost in each training project, acquiring evaluationfeedback through data mining, and finally build a linear programfor the annualtraining plan. Taking the2011training plan in MMPC tactical department as anexample, the optimal solution suggests that there are27out of34classes reported bytactical department should get the permission to conduct. Thus the solution can beapplied in the enterprise’s training plan decision making process at the end of year.Moreover, to make the schedule more practical, we take the classroom resources andtime constraints into consideration and build a linear program of course arrangement, and then test the model using the statistics of June2011, and the solution shows thatthe utilization of classrooms is uniform, up to5classes can be arranged in one day,which fits the practical situation of enterprise.The research findings of this paper provides decision support for MMPC humanresources department in planning and conducting training plans, and also providesreference for future improvement.
