The development of low-carbon economy as a mainstream of development to solveeconomic crisis has become the consensus of the governments in the world. In China,the goals of economy and energy-emission reduction had been set in the “EleventhFive-Year Plan” and “Twelve Five-Year Plan”, and the development of resource-savingand environment-friendly sustainable economy has been improved as the strategicheight. Since then, all the regions and industries put the low carbonization as theprimary economic development program. Xi’an as the key city of the great westerndevelopment strategy in China, the comprehensive performance of economicdevelopment is outstanding in recent years, and the economic productivity improvedsteadily. Meanwhile, the economic industry, with the characteristics of "high production,high discharge and high pollution", leads to prominent problems between energyconsumption and environmental pollution. So how to save energy and reduce emissionsduring the economic development, and keep the harmonious development of economyand environment, are contradiction to be solved urgently for the sustainabledevelopment of Xi’an.Based on plenty of investigation, the paper firstly analyzed the present situation andthe future tendency of the economy development and energy consumption in Xi’an, theprocedure of exploring low-carbon economy will be the strategic choice of Xi’an todevelop resource-saving and environment-friendly sustainable economy. From theperspective of system structure, combined with the actual situation of low-carboneconomy in Xi’an, under the guiding ideology of the theories of sustainable development and3E, the author divided the low-carbon economic system into sixsubsystems-economy, energy, carbon emissions, population, policy, science andtechnology. According to the characteristics of complex and dynamic of the Xi’an lowcarbon economy system, the author introduces the system dynamics, and builds thesystem dynamics of low carbon economy in Xi’an. Putting economic targets, energygoals, emission reduction targets as the basic objective, using the system dynamicsmodel of Xi’an low carbon economy, assisting in the Vensim software simulation of thevarious programs, selecting the years of2009-2020as the detection range, explore theoptimal path of low-carbon economic development in Xi’an. After a comprehensivecomparison, the author determines the comprehensive complementarity developmentprogram is the optimal solution to achieve a low carbon economy in Xi’an. Through theaspect of laws and regulations, industrial policy, economic policy, energy policy andemission reduction policy, science and technology policy, build the security system oflow-carbon economic development in Xi’an, which efforts to create a favorableenvironment for the development of low-carbon process to promote economicdevelopment in Xi’an.This study is not only a theory innovation between system dynamics and urbaneconomics, but also the practical significance for the path choice and policy design ofthe low carbon city in Xi’an.
