| Because of its scientific, circular economy has become a trend in the international arena now. China also introduced a series of policies and regulations to safeguard the implementation of circular economy, the circular agriculture as an essential part of the circular economy, its importance is also more and more attracted people’s attention.Due to its unique natural conditions, agricultural resources, Hexi Corridor is known as the granary of China’s Northwest, agricultural specialization areas has formed basically. However, in the process of rural and agricultural development, there were many environmental problems such as over exploitation and utilization resources, inadequating water resources, environmental pollution etc. In the future development, people are faced with the problems that not only to promote economic growth, but also to save resources and protect the environment. The circular agriculture put forward a very well solution to these problems.This paper takes the theory of circular economy, ecological economic, sustainable utilization, systems engineering as a guide, with the development of the agriculture as the theme, describing the natural resources, agricultural area specialization status and agricultural ndustry conditions in hexi corridor, as well as the circular agriculture’s present situation of the five cities. Analysis shows that, in recent years the development of circular agriculture has achieved great results in Hexi corridor, gradually formed different specialized agricultural areas, however there are existing seven aspects problems:Lack of understanding the development of circular agriculture, information acquisition is not sufficient; Serious environmental pollution in rural areas, resource recycling utilization rate is low; Agriculture infrastructure is not perfect; Scientific support system is imperfect; Capital investment is insufficient, lack of financial support; Policy is not in place; Facility agricultural development is difficult.Through the reference existing evaluation method, we select16eligible factors to build the index evaluation system for the circular agricultural development, the results show that the circular agricultural overall development trend is rising from2000to2010in Hexi Corridor; According to the evaluation index level, sort the rule layer in turn is economic and social development index, resources recycling index, resources inputs reduction index, resources and environment safety index.The main obstacle in developing circular agriculture is resources inputs reduction factor, followed by resources and environment safety factor. Compared with the circular agricultural development level of Gansu province and Dingxi city, draw the conclusions that: Zhangye and Hexi Corridor’s circular agricultural development level is below Gansu province and Dingxi areas’, resources inputs reduction index and resources and environment safety index are the main reasons for the low level; Economic and social development index is higher than the Gansu province and Dingxi city; Resources recycling index have little difference.Through analysis, there are four aspects advantages of developing circular agriculture in Hexi corridor, they are unique geographical location, features in natural resources, relatively high level of agricultural modernization, agricultural industrialization development have been achieve; Also have four prominent disadvantages:water resources are insufficient and utilization rate is low, natural disasters occurred frequently and harm seriously, agricultural products have less competitive, chemical fertilizers and pesticides increase; At the same time we also face precious opportunities such as the guidance of scientific view of development,"the development of the westen" decision is implemented,47articles of countries’help, implementation of the overall plan for circular economy, experience learning from foreign circular agricultural development; There are four aspects threats that we can not ignore, they are worsening ecological environment, lack of interest-driven mechanism, policy system is not perfect,unfavorable factors of import and export agricultural products.In Hexi Corridor there existes three main categories circular agricultural models:resources recycling model, resource saving model, resources exploitation model, but its circulatory way is still single. According to the regional specialization’s current situation in Hexi Corridor, then construct six kinds of circular agricultural model, they are the model for the seed corn industry areas, the model for the potato industry areas, the model for brewing materials industry areas, the model for the vegetables industry areas, the model for the cows breeding areas, the model for the fishing industry areas.In order to ensure the circular agriculture develop smoothly, this article puts forward the countermeasures and proposals from the view of the farmers, the enterprises, the governments. From the farmers’ view:Expand the publicity surface, improve farmers’ understanding of the circular agriculturehe; Establish green consumption system, develop markets for green products; strengthen the technical training for farmers, to enhance the farmers’ ability to withstand market risks; strengthen the construction of facilities agriculture; strengthen the construction of rural infrastructure; Increase the protection of rural environment and governance. From the enterprises’ view:Establish a modern enterprise system and operating mechanism; strengthen the cooperation between enterprises and farmers; Develop leading enterprises, strengthen the brand advantages; Establish circular agricultural demonstration park. From the governments’view:Develop corresponding rules and regulations for circular agricultural development; Accelerate the pace of technological innovation in agriculture; Set up a perfect circular agricultural technical consulting services system; Strengthen the government’s capital investment, establish an effective incentive and restraint mechanisms; Strengthen the construction of the financial service system; Explore the establishment of green agricultural accounting system. |
