A Study On Xi'an Urban Carrying Capacity Based On Sustainable Development

Since our country implemented the Western Development in the year of 2000, the west base installation and ecological environment have a large enhancement. With the advance of Western Development, at the time of carrying out "Shier Wu" Planning, State Council approved "Guanzhong-Tianshui Economic Region Development Planning" at the time of June 25th,2009, Xi'an and Xianyang are determined the central citys. Through the integral construction, Xi'an should become to be a cosmopolitan city. In 2020, Xi'an should become the important national science and technology R & D Center, regional business logistics convention and exhibition center, regional financial center, tourism destination of top international standard and important high-tech industries and advanced manufacturing base. As an important index to measure urban sustainable development, urban carrying capacity has been concerned by more and more experts. At the background of cosmopolitan city, according to sustainable development, there is an important realistic significance to discuss Xi'an urban carrying capacity to speed up the construction of cosmopolitan city and enhance the radiating and exemplary role.On the basic of the research findings from the scholars at home and abroad, considering the actual situation in Xi'an, through the view of basic method, research direction, focus, data requirements, gray relational analysis method is been selected from the comprehensive consideration. Use land carrying capacity, water resource carrying capacity and traffic carrying capacity, I improve the system of index as much as possible to analyze urban carrying capacity. In order to raise the accuracy, AHP is been used.From the computing result of grey relational coefficient, we know that the level of Xi'an urban carrying capacity keeps a steady state, and the best situation is in 2007. Xi'an has got brilliant success in city construction and water and soil conservation, it is easy for Xi'an to carry the important task to been the central city. In many index, I predict the per capita quantity of cultivated land, per capital water resources, road length and per capita GDP. Finally, reference to the planning of Xi'an cosmopolitan city planning, combing with sustainable development theory, give advice from seven sides, and the seven sides are urban competitiveness, land use pattern, water resources utilization, traffic facilities, scientific and technological ability, government management and low-carbon economy.
