City is not only the area where human consume most natural resources and energy, but also an important source of environmental pollution. The ecological environment of city is fragile and serious, but needs to carry more and more population and economic activity strength. It is a problem needing to be studied that how to find a balance between sustainable development of city and resource environment.Based on this, this study defines that the resource and environment carrying capacity is a comprehensive carrying capacity concept of resources, environment, economy and society after analyzing the related concepts and theories of the resource and environment carrying capacity. On the basis choose introduces the triangular fuzzy theory of the fuzzy mathematics into the analytic hierarchy process, built Triangular Fuzzy Number Analytic Hierarchy Process to evaluate the resource and environment carrying capacity. Built resource carrying capacity, environment carrying capacity, economic carrying capacity and social carrying capacity from the positive indicators and negative indicators when constructing the evaluation index system, then the four subsystems comprise the resource and environment comprehensive carrying capacity. The evaluation of the resource and environment carrying capacity are getting on from the four subsystems and the resource and environment system respectively, and the carrying capacity and pressure level are calculated in the subsystems while the carrying capacity is calculated in resource and environment system.Select Xi’an as the target city to carry on empirical analysis, and conduct the standardized processing respectively for 2008 to 2012’s data of Xi’an according to the positive indicators and negative indicators on the basis of the 2008 year in Xi’an. The processed data are substituted into the model of the third chapter, then evaluate carrying capacity and pressure level of resources, environment, economy, society and the resource and environment carrying capacity respectively from 2008 to 2012 of Xi’an. Through the calculation results analyze the trend of carrying capacit ies of resources, environment, economy, society and the resource and environment carrying capacity.On the basis of the evaluation results put forward the measures to improve the resource and environment carrying capacity from the aspects of resources, environment, economy and society respectively, so as to provide a basis for the country’s macroeconomic regulation and control and to provide reference for the government to formulate and adjust measures of the sustainable development for Xi’an.
