Orgnaization Of Social Insurance Agency At The Grass-roots Level In Our Country Public Service Capacity Building Research

The past decade was a time when China has made great achievements in thedevelopment of social security system. During this time, we have witnessed theimprovement of system coverage and the amount of fund as well as the increasingperfection of the system which also extends to rural areas at the same time. Thenumber of people who participate in social insurance up to1.1billion people and fundrevenue increases to﹩1.8trillion in the year of2011. Increasing number of insuredwill bring the increase in business volume, such as insurance registration, informationchanged, premium collection, personal account management, payment andtermination of treatment. Hedge and value added of fund to the operational capacityof the social security bodies also put forward higher requirements. However, thedevelopment of China’s social insurance institutions is relatively slow which havemany problems on the staff, information construction and running mechanism. Thislimits their ability to meet fast-growing demand for public services.Premier Wen Jiabao made during the2010the Government work report, to“strive to build a service-type Government of the people’s satisfaction,comprehensively and correctly fulfilling government functions, more attention topublic service and social management. Speed up and improve the public servicesystem of universal coverage, complete basic public services.” In2012thegovernment work report is specifically to strengthen the social security services incapacity-building, where there are conditions that operate on various types of socialinsurance handling agency to consolidate merged, some services can entrust thebanking, commercial insurance agent, speeding up the national social security cardissued. Governments increasingly attach importance to capacity-building in socialinsurance services, which is conducive to building a professional and efficient socialinsurance system and essential for the mitigation of the social security public servicesupply and demand contradiction.The research takes a county located in the central region of china as a case toexplore the national general situation, focusing on the social insurance system atCounty, Township and village levels, with some successful experiences of developedareas in china as a reference, to clear problems of the system and their underlyingcauses, thus contributing to national capacity-building to improve public services withrecommendations.
