New Farming Maintain Basic Orgnaization Of Agency Of Public Service Capacity Building Research

Compared to urban system, rural public service system is limited in weaker public service infrastructure, scattered living of rural residents, limited number and capability of employees and other problems which affect its constructing progress lags behind, has become the first problem to be solved in the process of the equalization of basic public services. New rural social pension insurance as the core part and the latest development of rural social security system, which is also the basic defensive line that protect the farmers’living standard in old age and neutralize the farmers’pension risk, related to the vital interests and basic living of farmers that occupied an important position in rural public service system. As actual impeller of policy, new rural social pension insurance handling agencies directly determines its policy objectives, implement and sustainable development capability of the system with its public service capability. With the research on public service theory and practice, this paper combined with specific practice situations and problems of the new rural social pension insurance system and basic public service capability of its handling agencies, try to provide a theoretical basis and policy reference to its further extending process of the coverage.First, this paper start from theoretical research, with introductions of development of modern public administration theory, it gives definition and explanation of the public service capability of the grassroots-level government and its component, divided the functions of new rural social pension insurance handling agency by combined with the actual situation. Secondly, with the introductions of the experimental practice and situation of extending process of the coverage of new rural social pension insurance at this stage, summarized the problems of public service capability in aspects of agencies, personnel, service delivery capability and information construction. Finally, based on all the above analysis and combined with experience in building the standardization of the urban pension insurance agencies, this paper summarized positive vision, policy recommendations and references for the upgrading suggestions to the public service capability of the new rural social pension insurance handling agency.
