Research On The Capacity Building Of Shaanxi Province Urban Worker Endowment Insurance Agency Orgnaization

As a provincial-level overall supporting institution, Shaanxi province urban worker endowment insurance agency organization execute vertical management in the year of 2000. The implementation of vertical management agencies'ability has made a great progress than before; it promotes provincial-wide planning obviously. But, agency organization ability construction still exist many disadvantages, At the same time, facing new forms of agency organization of its ability construction also puts forward a higher request. There is still theoretical and practical significance to the research about the construction of the agencies' capability to the endowment insurance system.This paper firstly reviews and analyzed the operational status of Shaanxi province Urban Worker Endowment Insurance Agency Organization. Then, the paper selects 23 indicators which is based on the unity of three methods that are theory, documents and experts, and makes them to be an evaluation system about the running of the agencies. In accordance with the evaluation system, the article measures the operating results of the province's 120 agencies based on three ways of searching, inquiring and field observing. After obtaining the data, the paper does descriptive statistical analysis, factor analysis and multiple regression analysis to the data, and gets the capacity factors that affect the handling ability of the agencies. At the same time it constructs a construction model about the capability of the agencies which is based on these factors. At last, according to the survey results the article does a deep analysis to the problems of the agencies' indicators, and makes a simple prediction to the prospect of the agencies'business. With the empirical analysis, the article groups the 23 indicators into 5 categories of factors. According to the different levels that the factors affect the agencies'building capacity, they are:basic capabilities, sustainable develop capabilities, protection capabilities; internal control capabilities and external communicate capabilities. From the scores of the questionnaires, the paper concludes that the outstanding problems of the agencies are:the development of indicators which is included in the basic factors has significant deficiencies, ineffective external communication, unsound internal control system and unbalanced development of the province' agencies. According to the conclusion, the paper proposes some relevant policy recommendations.
