Since human have the discourse, there is the concept of the right of discourse, whichcontains the discourse right and the discourse power. Every people born with the discourseright, different from the discourse power. From primitive society to salve society, then tofeudal society, the discourse power controlled by the minority people, the same with thepower.With the appearance of newspapers, radio, magazines, television and other traditional media,ordinary people seem to have the voice, then bring a ray of hope for ordinary people to realizetheir right of discourse. While because of the high threshold, traditional media institutionsbecome the elite’s carrier to show their right of discourse, so ordinary people have no muchspace to say something. But after the network, the lowering threshold and the innovatingtechnology make it possible for ordinary people having space to say something, then people’sright of discourse in network gets more and more people’s attention.The new media such as the network BBS, the blogs, the podcasts, the wiki system appearsconstantly in the network, which makes great changes taking place in the field ofcommunication. The content production controlled from the elite to the people, the one-wayflow of information turns into the two-way interaction, the passive people like the targetbecome initiative in the communication procession, so the ordinary people have the right ofdiscourse being no longer a dream. And the born of the micro-blog takes the informationcommunication into the era of “fragmentation”. No matter a blog, a sound, a video, or a word,a note, an expression, an image, a link, ordinary people’s every voice in the network allcontains their thought. Even the content is so small, it can also provide fuel power for peopleto make their right of network discourse coming true. The emerging remark about peopleowning the right of network discourse or getting close to own the right of network discoursetriggers new discussion of people’s right of discourse in network.In my opinion, this view is too optimistic. I think only a limited people can make theirright of discourse in the network coming true. Combining the theory such as “the spiral ofsilence”,“the knowledge-information gap”,“the opinion leader” with the relevant data andcase, I provide arguments to support for my own view, which proves the limitation of the people having the right of discourse in the network. Through the comparative analysis andother research methods, I also know who are these people, that is who are the owner of theright of discourse in the network.
