Research On The Reform Of Cultural Relic Management System In Shandong Province

Cultural relics are the materialization of human civilization. They are vivid testimony of the national history and culture. Shandong province is one of the important birthplace of Chinese civilization. There gathered lots of talents and accumulated huge mass of resources of cultural relics. Here are three world cultural heritages, they are Taishan, The three memorial edifices of Confucius in Qufu and the Great Wall of Qi. At the same time, here are eight state-level historical and cultural cities, and the number of collection of cultural relics is1.502million. Shandong Province lives up to its name of big cultural relic province. In recent years, Shandong Province constantly improves the level of ’management on cultural relics and gradually smoothes the cultural relic system. Cultural relic management effect and role of benefiting people’s livelihood and serving the society are becoming increasingly prominent, cultural relic management’contribution to economic development and influence in the international community are increasing and widening. However, due to lack of funds and professional talents, the power of cultural relic administration is not clearly divided, policies and regulations are not perfect, and so on, Shandong Provincial cultural relic management system still exist many problems, and the problems affect the further improvement of the management level of cultural relics. Therefore, conducting the research to the Shandong Provincial cultural relic management system problems and putting forward the solution to the problem has very important realistic significance. In this paper, by means of quantitative analysis, case analysis, analogy, and combined with Shandong Provincial cultural relic management system’s practical situation, it proposed that by the methods of standardizing cultural relic capital management system and expanding the sources and channels of funding, to solve the problem of the lack of cultural relic protection funds. It also proposed that through the strengthening of cultural legislation and improving the supervision mechanism to solve the cultural relic legal protection system construction problem. At the same time, this paper proposed that by strengthening the cultural and technological innovation ability construction, strengthening cultural relic management mechanism construction and professional talents team construction, to provide technical support and human resources for cultural relic work, to improve the level of cultural relic management and social service.
