Currently the organization in the country providing medical services for the majority of the people is mainly community health service centers at various levels. Community health service center establish community health service stations in each neighborhood committees. There are physical network conditions between most community service stations and service centers. Some of them still use medical information management system to work together. And in terms of drug procurement, the pharmacy of the centers and stations submit the daily required drug order plan to storages. After collection the storages ask each drug wholesaler to delivery. Currently, the way of submitting is through the call or face to face of low efficiency and high error rate, which is affected and limited by timing, personnel and route. The implement degree of drug importing system absolutely depends on the consciousness of the pharmaceutical managements, instead of the passive leadership management. At the same time, there is no suitable drug procurement system that fit the center business needs because of the special needs of the drug procurement and the regional local policies regulations. In view of the above specific circumstances, I develop a targeted drug procurement system by myself.To finish this system, I did field research among the community health service centers and stations, careful observation of drug purchase staff daily work processes, and targeted interview communication to understand the actual working status of drug purchase staff as well as to the target system’s requirements. After in-depth research, I analyzed the system’s functional requirements and non-functional requirements by use-case driven approach, had the thorough understanding of each link of the overall business process and each function of the user’s expectations. What is more, I evaluated the system scale data and user scale as well as information system environment of the current each service center and station, and embarked on the overall system analysis, architecture design and database design, cleared the design ideas of the entire system. Then I did the detailed design on the implementation of each function point and technology carried on the. Finally, I did the code implementation, system test and summarized.This system is at present in trial operation in some of the community health service centers and its subordinate community health service stations in Hedong District, Tianjin City. Judging from its current application, the online implementation of this system greatly improves the standardization of medicine procurement process, strengthens the control of drug procurement process, greatly increases the efficiency of staff, effectively avoids the errors in manual operation and shortens the time taken for the entire procurement process. By rough estimates, using this system to manage the drug procurement can shorten nearly half of the work time, and basically eliminate the common mistakes of ordinary manual operation.This paper begins with the background of the system and the significance, mainly discusses the research on the development and system. Then the demand analysis method of this system is described in detail, to elaborate on the requirements for each case. After that, it specifies the considerations of overall structure of system and the design contents, to analyze the implementation techniques of this system. Again, it chooses typical function points to account for the detailed design process and determine the specific implementation of system. Finally, the implementation of system encoding and its test are expounded and then summarized.This paper uses the development model of use-case driven, the UML Unified Modeling Language taking requirement modeling onto system, and combine ASP.NET4.0and Oracle Database to construct a system based on B/S after the investigation and study on development background and business processes of drug purchasing management system.
