On account of such a huge number of employees and unemployed persons in our country, the traditional management methods can not adapt to the times. In today’s information age, the traditional management methods must be replaced by the information management system based on computer, and it has become a trend Human Resources and Social Security Bureau guide and manage employment and unemployment information by internet. We have a huge number of employees and unemployed persons that other countries cannot reach, Human Resources and Social Security Bureau can hardly manage all information of each employed person or unemployed person without the means of information management. Establishing the employment unemployment management system of Human Resources and Social Security Bureau to manage the information of the of each employed person or unemployed person has a very important significance that the system can help Human Resources and Social Security Bureau and other relevant government departments to drastically improve work efficiency.This paper described requirements analysis, system design and the specific implementation process of the employment unemployment management system of Human Resources and Social Security Bureau in Tai’an. The software architecture used multi-tier architecture design based on J2EE, the system used B/S structure and the entire system used object-oriented analysis and design, firstly researched the demand for the employment unemployment management work of Human Resources and Social Security Bureau in Tai’an, and obtained the involved workflow, and analyzed its contents, so that determined the the function that the system need to achieve and the corresponding way to achieve. In the system design phase, we used struts+spring+hibernate framework, and the entire system implemented MVC (Model, View, Controller) structure, and then did detailed design of the various functions of the system, including the involved database. Finally, according to the needs analysis and system design of the system, we completed the development work of the entire system.The system finally implemented functions including employment and unemployment registration certificate management, employment and unemployment management, employment assistance object management, administrative management, organization management and security management. Employment and unemployment registration certificate management implemented functions including application, examination and verification, approval, issue and print of the employment and unemployment registration certificate; employment and unemployment management implemented functions including registration of employment information, application, examination and verification and approval of registration of the unemployment; employment assistance object management implemented functions including application, examination and verification, approval and logout of the employment assistance object; administrative management implemented maintenance of administrative information; organization management implemented functions including user management, role management and organization maintenance; security management implemented transaction authorization.The deployment and operation of the system met work needs of the employment and unemployment management of Human Resources and Social Security Bureau in Tai’an, greatly improved the work efficiency and quality of the staff in Human Resources and Social Security Bureau who manage the information of employment and unemployment, and drove the information management work of employment and unemployment to modern management track. Unified and standardized management of all information of employed persons and unemployed persons by the employment unemployment management system further improve the level of modernization of the Human Resources and Social Security Bureau and other relevant government departments, and implement systematization, standardization and automation of the employment and unemployment information management workflow of Human Resources and Social Security Bureau.
