The evolution of emergency communication is closely related with the change of mediaenvironment. Weibo, as the most high-profile kind of new media in China, strongly influencedthe communication of emergency in recent years. In this context, emergency communication hascreated new changes in China.This study tries to explore Weibo’s influences on emergency communication from theperspective of communication studies. By regarding emergency communication as a process, thisstudy analyzes what kind of new characteristics, new changes and new laws are generated to thethe basic elements of this process in the “era of Weibo”.First, this paper combs and defines the concepts of “emergency communication” and“Weibo”, overviews the development of Weibo, and summarizes the development of emergencycommunication in China.Second, under the influence of Weibo, the information source of emergency communicationis changing. Weibo becomes one of the most important emergency sources and changes the theoriginal source pattern; governments get a new release form for emergency release system;Weibo redefines “the first time” of emergencies and becomes a powerful platform forsupervising government information openness; traditional media has been deeply involved in themedia transformation that largely brought about by Weibo, they not only use Weibo as the mostimportant source of emergency news clues, but also bring Weibo into breaking news production,more over, the procedure of press releases of emergency news is also changing.Third, this paper analyzes Weibo’s influence on the information of emergency from twoaspects: the form and the meaning. Weibo breaks the completeness of traditional narrative of anemergency, put both colloquial narrative and professional narrative of an emergency on the sameplatform, and creates a unique nested structure for emergency informations; the utterance,compares to the past, is creating new features now with the full participation of civil society.Fourth, this paper tries to find out Weibo’s influence on the destination of emergency byresearching on the changing roles of audiences in an emergency. This section will launchelaboration from three aspects. Fifth, since Weibo participated in emergency communication, the original propagation pathhas been changed. Taking Wenzhou rail crash occurred in July23for example, this paperanalyzes the integral propagation path of this accident on a macro level, then analyzes Weibo’spropagation path on a micro level.In the end, this paper tries to propose optimizing strategy of emergency communication inthis era of Weibo.
