Management of city underground pipeline is one of the most important parts of the city infrastructure construction management. Understanding, cognition and mastery of the current situation of the city underground pipeline are the basic needs of nowaday city planning, as well as city construction and management. With the accelerating pace of the city’s infrastructure construction, city underground pipeline which is called "city lifeline" is constructed so rapidly that has caused complex problems of its operation and management increasingly. Nowadays, traditional file-based management of city underground pipeline has been unable to meet the pace of informational management of city. With the development of science and technology, city underground pipeline information system which is combined with GIS is an important part of the city informative construction. As a primary means of scientific management of pipeline information, the utilization of GIS which has improved the level of pipeline management and provided a technical support for the operation of city underground pipeline at the same time, is not only to achieve different kinds of pipeline data in a timely updating and maintenance to ensure the currency of data, but also to provide accurate and real-time pipeline information for the decision support of city planning and construction.In accordance with the relevant technical specifications document of the city underground pipeline, the paper is to control the quality of pipeline data, and then to design and optimize the data structure according to the characteristics of the data of underground pipelines. The city underground pipelines, which are not only staggered and orderly but also complex and meticulous, include a large number of attribute data expressing details of pipelines. There will be some errors during underground pipeline survey and data inputting inevitably, which will cause several problems such as geospatial coordinate position errors, attributes deviation and unrecognized by system when underground pipeline data is being geo-spatializd. It needs underground pipeline data quality control and detection instrumentation in order to deal with such complex situations. Application of GIS technology in city underground pipeline is to research how to use GIS analysis, simulation, forecasting and other functions more importantly than just stay in the spatial information storage, query and search. According to the characteristics of the spatial distribution of underground pipelines, the paper researches suitable underground pipeline data structure for GIS spatial analysis function.In the light of the needs of the city pipeline management, the paper researches to develop a city underground pipeline information system based on C/S mode, which utilize Oracle Database as building city underground pipeline database and ArcGIS as the GIS platform in the concept of ComGIS based on the.NET Framework platform. It uses database tools and component interfaces to complete the secondary development of city underground pipeline information system as well as practice of GIS theory in the management of city underground pipeline.This paper mainly studies the component GIS technology in the development of underground pipeline information system. Through the demand analysis of the system, it comes up with system goals, design principles, architecture and data flow. It expands system researching and development around the component GIS technology and designs system core functions and corresponding implementation methods on a variety of underground pipelines, including query, retrieval, statistics, display, output and so on. The core of GIS technology is to space-simulate and analyze of the material laws of the real world in combination with geospatial data and mathematical methods and models. The GIS powerful capability of spatial analysis embodied in the management of city underground pipeline, which achieves cross-section of the underground pipeline analysis, longitudinal cross-sectional analysis, connectivity analysis, burst analysis and closing analysis pipeline spatial analysis functions through the development, provides the decision support on the planning and management, structure optimization and incident handling of urban underground pipeline.
