| The cultural and leisure functions of comprehensive archives are researched late in our country. With the opportunity of the14th International Congress on Archives in2000, the culture and leisure functions has be mentioned on the agenda.The21st century, with the increased public leisure time and the expansion of the spiritual and cultural needs, as well as in the context of the Government’s emphasis on "people-oriented",strengthen file cultural soft power construction to and improve the ability of file service, comprehensive archives should explore archives’ cultural and leisure functions. Even now, the most comprehensive archives don’t have leisure function, but provide leisure services for the community is the Archives’ future development trends. Because Archives is getting closer to the public as public culture open spaces, warm oriented, convenience, public welfare, leisure trend has been more and more prominent, so naturally, archives should with leisure functions to a certain extent. Archives functions are interrelated, the cultural and leisure functions of archives is the further improve and in-depth study on the basis of the results of previous studies, and we do not need to and also impossible to separated leisure alone from the other functions of archives. Although it can only be counted as archives’ expansion of the social function, but the auxiliary functions should be aroused wide concern and attention, broaden the vision of the archives service, and play proper functions for comprehensive archives practically.Our understanding of the comprehensive archives’ cultural and leisure functions is comprehensive archives as public cultural facilities, should use their library resources and industry advantages, open its mysterious veil in order to let archived files known for people, to attract people to the archives to entertainment and leisure so it can be used as a fun. This paper summarizes the culture and leisure elements reflected from comprehensive archives:popularity, fun, participatory, interactive, and appreciation of nature, high-tech, innovative. Based on the basic social functions of the archives, cultural and leisure functions are the expansion of its social function. Comprehensive archives should exert its culture and leisure functions under the premise of doing the collection, custody and utilization job well.This article is divided into six parts, starting from the archives and leisure, for the debate of whether the archives have leisure function. Firstly, we demonstrated the feasibility of the development of cultural and leisure functions of China’s comprehensive archives. Then follows the order of "first theoretical study then case analysis", we introduced and researched the building status of the comprehensive archives’cultural and leisure functions from domestic to foreign and pointed out the existing problems. Finally, the construction context of cultural and leisure functions of the comprehensive archives is analyzed systematically. Six parts form an organic whole together.Chapter1:Introduction. This section presented the background of the topic of the article; analyzed the theoretical significance and practical significance of a comprehensive archives exert its cultural and leisure functions, finishing the theoretical study and practical status quo of this topic at home and abroad, and clarified the text of the research ideas and research methods.Chapter2:Overview comprehensive archives’ cultural and leisure functions. First we defined the related concepts:comprehensive archives, leisure, culture and leisure, and analyzed the function of the archives, as conclusion we believe that the archives’ cultural and leisure functions belonging to the expansion of the social function. Then, we explained the relationships between cultural and leisure functions and the other functions of archives. At last, we focused on analysis the feasibility of the development of China’s comprehensive archives’ cultural and leisure functions from tripartite face:theoretical basis, the requirements of the times and public demand.Chapter3:Foreign archives’ successful practice of culture and leisure. Foreign archive and leisure studies started early and mainly based on practice. In this paper, with the National Archives of the United Kingdom and the United States for example, we described the specific measures made by the developed countries in culture and leisure, which provide a reference and study models for the functional expansion of our comprehensive archives. Chapter4:The construction status of the China’s comprehensive archives’ cultural and leisure functions. First, the status of cultural and leisure functions carried out by our comprehensive archives are introduced, new museum archives of Bund, Shanghai, for example, to specify the status development of China’s comprehensive archives. Focus from four aspects:the value of the positioning of obstacles, environmental construction barriers, obstacles of resources and services barriers, we do a detailed analysis of the problems and the reasons in the construction of China’s comprehensive archives’ cultural and leisure functions.Chapter5:Countermeasures of building comprehensive archives’ cultural and leisure functions. Standing on the point of view of different subjects, we proposed detailed specific measures to improve the culture and leisure from philosophy, the environment, resources, and services, in order to hope that the whole society to jointly build a new era of comprehensive archives.Chapter6:Summary and Outlook. Summary of the ideas and results of this article, and also put forward a number of issues which still need to do and in further study. |
