With the rapid growth of the telecommunications networks’scale and the increase of the complexity of the equipment, the demands on the resource configuration management system are higher and higher. However, the universality of the most resource configuration management system is not strong, and too complex, there are also some limitations in the practical application. So it is imperative to develop a applicability and extensive configuration management system to save money, and improve work efficiency.In response to these problems, the mobile communication network resource configuration management system is designed and developed. From the view of software engineering, the paper describes the requirement analysis, the framework design, the detailed design and the testing and implementation of the system. The system mainly consists of six function modules, namely for resource maintenance module, model management module, data quality management module, collection and management module, topology management module and system management module. Every module of the system is designed with convenient and flexible as the goal, so that different users use the system can be set in accordance with their respective needs. In this paper, the resource maintenance module and the data quality management module are detailed. The resource maintenance module is used to manage all the resources. In addition to the basic management functions, but also provide the bulk import and export functions. Data Quality Management module is used to verify the accuracy of the resource data. To check the data by configuring different verification rules and implementation cycle verification tasks, to further improve the accuracy of the data.The system uses B/S architecture based on J2EE MyEclipse development platform, using Oraclellg database, Jboss4.1application server. Application WEB front-end development using ExtJS framework and iBATIS framework and the combination of HTML, CSS, JavaScript, JSP technology. Background development uses java technology and Quartz framework.In summary, through the analysis of the current situation of the telecommunications industry and the configuration management system, the mobile communication network resource configuration management system is designed and implemented.
