With the development of communication technique, advanced requirement is presented on telecommunication service management. The. difficulty of inquiring, managing and maintaining telecommunication network resource is the hot problem in the present. Automating the telecommunication network management is one of key facts to improve the service. Network's complexity and press for advanced management need better network management methodology, so that we can carry on effective management to telecommunication network and equipment.The dissertation discussed a kind of city telephone local net graph communication line management information system based on GIS. Based on problem of telecommunication network resource management, the structure of spatial database of GIS is designed. At the same time, the carrying project of telecommunication line resource system's database is presented. On the ground of analyzing Daqing Communication Station's management course, it is to deal with relations of inquiry method's generalization, complexity and automation. The system can meet all kinds need of inquiry, and establishes base to obtain information effectively and precisely.Besides above work, this dissertation still deals with bitmap image's stitching and vector graph's connection. A kind of algorithm based on varying tendency of bitmap image's stitching is presented, which can resolve effectively the input problem of big map. The result shows that the algorithm not only has characteristics of high affectivity and small computing work, but also has great anti-disturbance at the same time. Considering muti-station of communication systems, a kind of vector graph's connection project is presented, which can unite fast two or more maps as a big electronic map, having great adaptive ability and flexibility.The system integrates telecommunication resources, geography distribution and resources' property, which make it function completely, using conveniently and having friendly interface. As a kind of new telecommunication resource management system, it comprises fuzzy query,statistics, edit and more others functions, which are explore and attempt of telecommunication resource management (TRM) on GIS, and provide a kind of new solution to TRM level.
