The internet has a deep revolutionary effect on the ways of human life and work. Boththe basic necessities of life, which refers to food, clothing, sheltering and transportationrespectively, and the spread of cultural and spiritual information at a higher level, are closelyrelated to the internet. Under the influence of the internet, the elements of human societyreorganized into new forms. In the above-mentioned environment, the cyber society grows up. Inthe specific historical period, the public opinion environment is also marked with the signs of thecyber society, constructing a harmonious atmosphere in which everybody can be a microphone inthe cyber society.On the basis of an analysis and exploration of macro public opinion environment, mediumpublic opinion environment and micro public opinion environment, the present thesis makesa panoramic description of public opinion environment in the cyber society as well asgeneralizes the rules of the construction, development and change of public opinion environmentas following: macro public opinion environment is more democratic, diverse and inclusive;medium public opinion environment is faster, more effective and people-oriented; while micropublic opinion environment can have an instant effect because of the geometric growth of itssubject and object in scale and quantity.The variables that play a fundamental role in the construction of public opinionenvironment are the velocity of propagation and the speed of propagation. The velocity ofpropagation refers to the space that carried the content, which changes the three-dimensionalworld into a two-dimensional one, which also constitutes the most essential characteristics ofnetwork transmission. The emergence of network transmission divides the two parts of the world.One is the virtual world online. The real world is three-dimensional space of human body’ssurvival, it is a reality. In this space, the individual position is defined by before and after, up&down or rudder, every object shape is three-dimensional. But the network virtual worldcompressed the3D physical world into which can browse, click and refresh webpage, humansknow the world through various encoding and decoding symbols in the square plane.The speed of propagation is close to the speed of light. Into the network society, due to the plane of cognitivespace, according to the relationship between time and space (space, indicated by the length oftime,) the distance between people and network society close to zero, then in such a narrowspace, information from place to place time is close to zero, because the speed the people getinformation from sight, hearing subject to the velocity of light and radio wave propagation, sowe can say in the network society, the velocity of information transmission is equal to the light.The two variables, with their mutual effect and influence, make up the most fundamentalelement that influences the construction of public opinion environment. The form of theconstruction of public opinion environment in the cyber society is made up by thetwo-dimensional space of propagation and the propagation at the speed of light. On the study ofthe two variables, the present thesis deduces the rule of the formation, development and changeof public opinion environment in the cyber society.
