Small and medium sized airlines are an integral part of the civil public air transportenterprises in our country. Due to its own limitations, many small and medium sizedairline companies have inadequate maintenance reliability management experiences.Some of them are able to provide unified reliability management based on the supportfrom the funding major airlines. However, in terms of reliability management, most stopat meeting only the basic requirements of the government regulations and have noeffective maintenance reliability management in reality. As a result, it is difficult forthem to implement reliability-centered modern maintenance management in practice.Accordingly, there is no strong and pertinent guidance with respect to the security andeconomic efficiency of aircraft maintenance.Based on the theories of quality management system construction, this thesis triesto break up the abstract concept of maintenance reliability management systemconstruction into four concrete parts for further analysis—system and philosophy,reliability implementation, reliability evaluation and system promotion. Theconstruction of system and philosophy is the precondition and foundation for theconstruction of maintenance reliability management system because staff is guided bythe corporate philosophy and the orderly operation of the system is safeguarded throughthe effective system. Reliability implementation focuses on the concrete measures inimplementing the maintenance reliability management. Based on the differentoperational characteristics of different airline companies, the reliability indexmonitoring and reliability management methods will be thoroughly discussed in thispart. Reliability evaluation means to assess the advantages and disadvantages of thewhole team of the airline company through an objective and effective evaluation systemaccording to the practical needs of the company. In this way, airline companies willhave a scientific basis when making decisions concerning the adjustment of thereliability management policy and maintenance policy. System promotion is thefeedback part of the closed loop of maintenance reliability management. Continuousgrowth and improvement of the maintenance management system will be enabled through promotional activities, training programs and application of the findings etc.This thesis launches a profound analysis of various techniques and instruments ofreliability management. Meanwhile, it discusses how to build an effective reliabilitymanagement information system (RMIS) to systematically resolve all the key issues inthe closed loop of reliability management. Hopefully a reliability management systemthat is both in compliance with regulations of the competent authority and able toeffectively guide the maintenance work of the company can be achieved in the end. Thissystem will also have the reliability management methods and modes that can beuniversally applied and can be adapted quickly to the practical operation of small andmedium sized airline companies. Consequently, under the guidance of this thesis, smalland medium sized airline companies that lack experiences in reliability managementwill be able to quickly implement effective reliability management in their staff team.All the methods and management ideas discussed in the thesis have beenimplemented in the airline company that the author works for and have proved effective.In addition, the author has provided advice concerning the reliability managementsystem construction to the third-party airline companies and helped a company build apreliminary reliability management system. Therefore, the reliability managementsolution for small and medium sized airline companies that the author proposes in thisthesis has been proved both reasonable in theory and applicable in practice.
