With the rapid development of computer technology and popularization of internet, in recent years, information system develops rapidly. In government, enterprise, research institute, school, company and self-employed, the information system has become a powerful factor in improving prolificacy. Because of the fast developing of information system, people often pay more attention to achieving the functions of information system, instead of their application effect. So, more and more information systems are not able to be used effectively, and can’t meet people’s requirement. That’s why it’s important to evaluate the application effect of information system.Information system evaluation is a huge and complex project. At present, there isn’t a theoretical system and operational procedure. This topic takes a research on how to evaluate the application effect of information system. In this topic, I create a3-level index system using analytic hierarchy process (AHP for short). At the same time, by way of sending questionnaires, filed trips, and discussion, three kinds of user including business people, leadership, and expert will take part in evaluating process. It provides a method of "qualitative-quantitative-qualitative" on how to evaluating the application effect of information system.In the course of making evaluation model, one of the difficulties is how to make the index system, and how to give an index weight. In this paper, I make a3-level index system, which can show the application effect of information system scientifically. At the same time, when giving index weights to index system, this paper give a method depending on AHP, including comparing every two indexes, making judgment matrix, calculating, and consistency test. It can improve the accuracy and objectivity greatly. In addition, this paper provides an evaluation method containing the whole evaluation process. So, people can do this job clearly and easily. What’s more, with a variety of information collection way, and multiple roles participation, the evaluation process has a high feasibility, and the evaluation results have strong scientific and persuasive.
