As a national strategic industry, the development of the press and publication industry involves the national competitiveness, the national security and the realization of the strategic goal. It plays an important role in the national economic development and the promotion of the political status. Under the background of China's now normal and national strategy, it is necessary to clearly grasp the current situation of national and regional press and publication industry to establish a set of effective development evaluation index system, to comprehensively measure its development law, and to formulate industrial policies.This study is divided into five parts. In this part, we will lay the theoretical foundation for the indicators to be constructed by several international classic economic analysis models, and make reasonable logical explanation for the index selection and determination. Part ?: Study on the evaluation index system of press and publication industry development. This is the focus and core of this study. Under the guidance of the basic principles of science, system and guidance, from the primary index, the secondary index to the tertiary index, each evaluation index is determined and analyzed, and strictly follow the rationality and availability of the index.
