A safety production supervision system has been invested and built by Minhang District government which is used to make full actions for the government supervision main body adn the enterprise responsibility main body, and can be used to reflect the dynamic status of safety production management in real time. A GIS platform is a subsystem of the safety production supervision system. Use GIS technology is primarily to achieve combining GIS information with enterprise location, safaty risks location, danger source location, the surrounding environment, danger sources, and other spatial information,in order to provide better support for safety management. The GIS provides not only electronic map’s simple search and browsing, and more importantly, provides powerful analysis and decision support capabilities for the safaty management. A WebGIS works on the Web, is the extension and development of the traditional GIS, and it has many functions, including retrieving spatial data, query, cartographic output, edit and other GIS functions. WebGIS applications mainly include:traditional GIS applications, management department, popular service areas, and decision support applications. Safety production supervision system belongs to the field of decision support applications.The safety production supervision system’s WebGIS is based on B/S structure, the paper describes the concept and implementation techniques of WebGIS in detail. The implementation of this paper’s WebGIS based on.NET and ArcGIS Server, therefore, discussed ESRI’s ArcGIS software products and the ArcGIS Server in detail, and focused on how to develop WebGIS application using.NET and ArcGIS Server, introduced three WebGIS application development methods based on.NET and ArcGIS Server. This paper highlights the Ajax technology used in WebGIS. Regarding to the route query module implemented in the WebGIS system, this paper study the road network data model in ArcGIS, and analyzed classical solving the single-source shortest path problem Dijkstra algorithm used in path analysis. On the basis of the above studies and learning, and according to the specific application of WebGIS in safety production supervision system, this paper designed the WebGIS’s system architecture, as well as studied how to store and manage spatial data and create a network service. The WebGIS system provides the basic map operations, route query and other functions, can be able to satisfy supervision staffs and enterprise safety officers’work requirements, and played a supporting role in safety production supervision system’s efficient operation. The thematic maps module implemented by the WebGIS can display the safety situation within a specific area visually, and provides a reference for the leadership decisions of regulatory authorities.
