With the rapid development of economy, and the improvement of industrial automation technology, application of SCADA system technology has been expanding in industrial automation area. Meanwhile, along with the growing trend of economic globalization, the need for energy from countries has become larger. Petroleum, as the major energy source, has an significant increase in demand. This brings huge opportunity in business for oil storage and transportation industry. As an important component of oil storage and transportation, oil port has been developed rapidly. Oil port pier has the properties of diversity in equipment, complexity in management, and the oil port automation level is relatively low, which brings the necessity of developing a SCADA system suitable for oil transportation pier production. Oil port production flow need to be operated under monitoring and data collection. Manager monitors the entire producing condition using SCADA system, and makes regulation.This thesis designed a SCADA system according to the feature of some oil port pier in east China, and developed SCADA host computer monitor software with iFIX configuration software. This software has fine user interface, and realizes functions such as status monitoring, process monitoring, history alarm query, reporting database management for port tank area. Meanwhile, it fulfills the goal of improving production efficiency as well as stability and reliability of equipment for oil port.According to the project’s requirement, this thesis chooses the intelligent instruments which are suitable for the production, including mass flowmeter, Servo liquid level meter and so on. Those instruments are all unified with explosion-proof authentication and meet the requirements of field bus in the project.This thesis uses the OPC technology to solve the problem of communication in the system. One important characteristic of OPC technology is good opening. It Can make different system platform integration by OPC protocol. Data and information provider as OPC server, data accepter as OPC client, data share between client and server by client visiting server. To visit the data of oil data management system, this thesis set monitoring and control software as OPC client, oil data management system as OPC server, and so monitoring and control software could integrate with oil data management system.This thesis take the iFIX configuration software as a platform, developing the SCADA epistatic machine man-machine interface. The operator can complete oil port wharf daily work.according to project requirement,through the upper machine. The PC software is designed including tank parts, terminal part, loading part and sewage treatment four most, which is according to different process to establish different control interface.The author chooses the SQL database as the history of the SCADA system database to store the history data, and by using VB+EXCEL model to achieve statement function In this thesis, the SCADA systems monitoring software not only the equipment have the real-time monitoring and control at the scene, but also provides a rich and practical statements of data management capabilities. And Practical application of the system fully verifies the practicality and reliability.
