With the acceleration of the process of our city, the city has increasingly becomearound the socio-political, economic and cultural activities in the most concentrated,the most active areas. However, the disaster prevention and mitigation in most citieshave not been corresponding emphasis on natural disasters, emergency rescue andcommand and coordination linkage system has not yet been established. The face ofthe increasing situation of the disaster and to strengthen the city’s ability to respond tosudden natural disasters, the construction of urban natural disaster emergencymanagement system is a top priority of the current urban development andconstruction.In this context, the paper in order to improve the multi-sectoral linkage ofmeteorological disasters and their derivatives disaster monitoring, early warning,prevention capacity for research objectives, in accordance with the principle ofdisaster dominant factor dominant, designed for serious impact hazard to naturaldisasters integrated emergency response early warning system, the formation of "earlydetection, early warning, early release, early disposal" multi-hazard early preventionand response system to enhance disaster prevention and emergency linkage earlywarning capability.Emergency linkage of this natural disaster early warning system based onmeteorological department business systems and weather forecast information releasesystem and release a platform with a municipal emergency warning system uses B/Sarchitecture and object-oriented development methodology, and automated disasterforecast, linkage disaster early warning function. This article focuses on theproduction and distribution of meteorological products, GIS geographic informationservices, meteorological elements to obtain and hazard monitoring and disastercoordination torment and warning, smart handheld terminal receives feedbackfunction, linkage network monitoring functions, terminal disaster quick report thefunction of the realization. As well as the overall network architecture and servicemodule interface design and implementation.
