Process Optimization Analysis And System Design Of Lanzhou Petrochemical’s Import Procurement

With the acceleration of the world economic integration and development of theE-commerce, foreign trade, which regarded as the “engine” of the world’s economicdevelopment, has closely combined with E-commerce and plays an important role in theworld’s economic cooperation. In order to keep the steady development of nationaleconomy, the country’s demand for developed country’s technology and equipmentshas been drmatically increased.As an important part of the material and energy supply, petrochemical industry hasbecome the pillar of the national economy. Procurement and supply has become thecore part for safeguarding of the industry development. Engineering projectsconstriction is the key element for sustainable development of the petrochemicalenterprises.Import Purchasing/procurement is an integrate part of the material procurementand supply which only accounts for10to15%of the total procurement. But is positionand effect can not be ignored.So imported goods’ supply and the introducing of somepatens shall be the integrate component for the whole procurement for the long time.In safeguarding the implement of the procurement smoothly, petrochemicalenterprises have established its own business process used to guide its procurement.However, the traditional business process pay much attention to the domesticpurchasing and paid less attention to import purchasing even more existing the shortageof import process. The process meanwhile, the combination of process creation andE-commerce is rare to be found in recent times.To meet the need of improve operation efficiency，it is necessary to build an easyand practicable operation process. Based on the analysis of procurement history，present condition and development tendency and existing problems and researchachievements，this article plans to set up an optimized plan and a practicable operationprocess and shoose the IDEF method (Integrated Computer Aided ManufacturingDefinition Method) to reach the goal for improving procurement efficiency. A systemshould be built to realize this goal. The main research works and contributions of this paper are as the follows:First, featured on the state-owned procurements, linking the purchasing planmanagement and import execution, make optimization of the existing process to insurethe smooth of the new process;Second, by the means of simulation modeling, make organic combination with theold process and the new process so as to realize the goal of improving importprocurement efficiency.
